This is a rewarding, permanent full-time position for a detail-oriented and organized professional who will oversee and manage functions of the Behavioral Health Program Office. Responsibilities As Administrative Officer 1, you will conduct and manage all aspects of personnel business and transactions for the County Program Office in accordance with State and Local Civil Service Commission requirements, including possession of full signatory authority for all personnel transactions. This position acts as liaison between Community Connections and the contracted provider of fiscal services assuring compliance with funding and reporting requirements. Additional responsibilities involve monthly monitoring of contracted fiscal providers and ensuring employees receive required training on Corporate Compliance. You will develop, review and update staff policies and procedures, ensure Program insurances remain current, and serve as a member of the Executive Committee and the Corporate Compliance and Ethics Committee (CCEC).

Work Schedule and Additional Information

Full-time employment

Work hours: 8:30 AM – 4:30 PM, Monday–Friday, with a 30‑minute lunch break

Occasional meetings or training may occur outside regular hours

Telework: not available for this position

Salary: starting salary may be non‑negotiable

Qualifications Minimum Experience and Training Requirements

years of experience in varied office management or staff work, and a bachelor’s degree; or equivalent combination of experience and training

Meet the PA residency requirement

Preference for candidates who live within Clearfield‑Jefferson County; candidates from other counties may be considered if no eligible local candidates apply

Ability to perform essential job functions

Legal Requirements

Pass a background investigation

Compliance with Child Protective Services Law: conditional offer requires PA State Police clearance, PA Child Abuse history clearance, and FBI Fingerprint clearance
