Job Description The East Coast Quality Assurance and Safety Manager assists management in establishing, developing, implementing, and maintaining an effective QMS in accordance with ISO 9001:2015. Provides guidance to the Program Management Office (PMO) for site‑level implementation of safety, health, and environmental management system safety programs. Assists Top Management and Site Management in planning, developing, establishing, implementing, and maintaining an approved Quality Manual compliant with the Statement of Work and QMS elements.

Essential Job Responsibilities

Reports directly to the NITE Quality Assurance/Safety, Health and Environmental Operations Manager.

Provides guidance to the Program Management Office for site‑level implementation of safety, health, and environmental management system safety programs.

Writes professional reports, business correspondence, and technical procedures.

Monitors all aspects of contract performance against established and agreed‑upon metrics. Enforces compliance of operations with safety rules, procedures, policies, governmental and OSHA regulations.

Supports the NITE Quality Assurance/Safety, Health and Environmental Operations Manager in establishing, developing, implementing and maintaining an effective Quality Management System in accordance with ISO 9001:2015.

Assists the NITE Quality Assurance/Safety, Health and Environmental Operations Manager in planning, establishing, developing, implementing and maintaining an approved Quality Manual to ensure compliance in all Quality Management System elements.

Acts as focal point for all project safety inspections, audits, assessments, reporting, and safety analysis program.

Provides status reports, CDRLs and ad hoc reports to customers in accordance with contract requirements.

Conducts in‑depth audits of each QMS element to assure effective mission accomplishment.

Participates in or conducts technical or special inspections as required.

Provides support for the Government’s Quality & Safety Audits.

Coordinates the development/revision of Quality and Safety Tier I and II Procedures, Plans, and Manuals.

Assists sites in developing Work Instructions (WIs), Standard Operating Procedures (SOPs) for all QMS elements as needed.

Provides direction to site managers in all areas of quality assurance and compliance with the SOW, Quality Manual, and Safety protocols.

Provides supervision for NITE East Coast Ranges Quality Assurance/Safety Evaluators.

Additional Duties

Approves timecards and leave requests as needed.

Implements scheduling changes as required.

Participates in the employee performance evaluation process.

Participates in the interview process for new hires.

Minimum Qualifications

Ability to speak, read, and write English.

Must possess a valid state Driver’s License.

Must possess and maintain a Government Secret Clearance.

Proximity to an East Coast Navy Range.

ISO 9001:2015 Training.

2 years of experience in auditing occupational safety practice.

30 Hour OSHA Training.

5 years relevant quality experience with bachelor's degree in related field OR

3 years relevant quality experience with master's degree in related field OR

0 years relevant quality experience with PhD or Juris Doctorate in related field OR

9 years relevant quality experience with a High School diploma or equivalent.

Experience with implementing ISO 9001:2008/2015 certification and/or compliance into a program.

Good written and oral communication skills.

Working knowledge of word‑processing and integrated software applications.

Organizational skills and ability to perform detail‑oriented work are required.

Position requires familiarity with and ability to stay current with industry safety standards.

Position requires travel.

Preferred Requirements

3+ years as a QASE at a NITE site.

Co‑located with an East Coast NITE site.

40 Hour HAZWOPER.

Master’s degree in quality, business, or safety from an accredited college or university.

Expert user of NITE IEMS systems, including Maximo, SharePoint, Confluence, and RIMS.

Physical Requirements May require working in an industrial or shipboard environment. Normally not required to lift more than 40 pounds higher than three feet above the floor level. May encounter extremes of temperature, pollution, humidity, noise, and other environmental factors while collecting data or observing performance of task teams.
