Nature of Work Under general supervision, this position assists the Director of Merchant Services in managing the West Virginia State Treasurer’s Office (WVSTO) online payment systems and the merchant services contract, which provides credit‑card payment capabilities to state government agencies and spending units. The Specialist provides support for payment processing and excellent customer service to users of the systems and to customers making payments. The Specialist operates EGov and WV Go‑Pay online payment systems, ensuring compliance and accuracy.
Job Duties
Assist state agencies and local government entities with setting up online payment services for their customers.
Assist state agencies and customers who call with questions regarding credit‑card payments.
Create new terminal IDs in the EGov (online e‑commerce) system and create accounting templates in wvOASIS to detail and document payment transactions received for state agencies, entities, boards and schools.
Add content to e‑Pay pages for state agencies, entities, boards and schools with EGov agreements.
Manage daily credit‑card payment transactions in both EGov and WV Go‑Pay.
Reconcile daily EGov deposit transactions.
Review, compile, and provide monthly invoices to state agencies, entities, boards, schools and local governments for fees due to the WVSTO for various banking transactions.
Serve as point‑of‑contact for PCI Compliance (Payment Card Industry Standards) and communicate with state agencies, entities, boards and schools as needed.
Monitor Clover Rapid Comply for PCI compliance of state agencies.
Monitor and update the mobile text alerts system for EGov and WV Go‑Pay when either system has a malfunction.
Access CardPointe and SNAP Pay payment gateways to process reversals, verify transactions and refunds, and provide authorization codes to state agencies and customers as needed.
Work on special projects as assigned.
Generate and send a daily investment activity report to the Banking Services Participant Accounting Department for processing & Cash Accounting Department for reconciliation.
Compile and save a daily cash receipts report and the daily deposit report from the state’s accounting system, wvOASIS, to the EGovernment drive for the Cash Accounting Department for reconciliation.
Review, compile, and submit information for credit‑card disputes to our merchant services vendor, Huntington Merchant Services.
Minimum Qualifications Graduation from a standard four‑year high school or the equivalent required; bachelor’s degree in accounting or finance preferred; one to two years related experience and/or training or an equivalent combination of education and experience. Knowledge of the credit‑card payment industry, banking, or experience with wvOASIS is a plus.
Required Knowledge, Skills, and Abilities
Knowledge of Microsoft Office Suite and in‑house designed systems.
Ability to effectively present information in one‑on‑one and small group situations to external customers, agencies, and other employees of the organization.
Ability to gather and compile data for use in financial reports.
Ability to communicate effectively, both verbally and in writing.
Ability to establish and maintain effective working relationships with others.
Ability to converse in a professional manner and provide excellent customer service.
Ability to maintain records and prepare reports.
