EMCOR Government Services is seeking a
Quality Control Manager (QCM)
to lead and manage our quality control efforts supporting a major customer in the intelligence community located in
Springfield, Virginia . The QCM supports a team of dedicated professionals in delivering a wide range of base operations support services – such as installation and facility operations, maintenance and repair, workforce and security support, logistics support, and project management – for a 2.5‑million‑square‑foot state‑of‑the‑art headquarters building, adjacent customer buildings, and over 100 small satellite sites throughout the Washington National Capitol Region (NCR). Essential Duties And Responsibilities
This position is contingent upon contract award. Serves as the principal contract staff manager responsible for the overall management and implementation of internal quality and serves as the central point of contact for quality matters. Working closely with the client, gains an understanding of their needs and requirements and communicates them and the quality standards to the contract staff. Establishes and maintains an effective relationship with the customer to achieve a mutually beneficial business relationship. Devises ways to improve the service delivery process – from work inception through completion and acceptance – to ensure high‑quality goods and services are delivered on time and within cost. Devises, improves, and reviews performance specifications and procedures for products or processes, and trains the contract staff to use them. Sets the requirements for contract logistics requirements – material, equipment, delivery, etc. – received from subcontractors and other vendors, and monitors their compliance. Supervises inspectors, technicians, and other staff members and provides guidance on matters of quality. Ensures legal obligations are followed and ensures compliance with regulatory bodies and with health and safety guidelines. Oversees product and service delivery procedures to identify any deviations from quality standards; recommends and/or implements corrective action such that products and services meet or exceed expectations. Inspects the final output, compares it to the requirements, and approves or rejects final products. Keeps accurate documentation and performs statistical analysis of activities and processes to improve contract performance. Pro‑actively seeks feedback from clients, attends meetings, submits reports, and assists both internal and external auditors and inspectors. Security Clearance Requirement: This position requires an Active Top Secret/Sensitive Compartmented Information (TS/SCI) Clearance. Qualifications
Minimum of 5 years of experience as a QCM in managing complex BOS operations, including at least 2 years of QCM experience in facility operations, maintenance and repair. Demonstrated knowledge and experience in Process Control, Quality Data Analysis and Statistical Sampling. Industry‑recognized certification in quality control management – e.g., Lean Six Sigma Green Belt, Certified Manager of Quality Control/Organizational Excellence (CMQ/OE). Highly developed leadership, management, supervisory, interpersonal, analytical and communication (oral and written) skills. Demonstrated ability to lead in a diverse and dynamic environment with short‑notice tastings and under high‑pressure situations. Strong technical knowledge of all facilities maintenance and operations, including complex mechanical, electrical and plumbing systems, structural systems, vertical transportation and data center operations is highly desired. Strong technical knowledge of logistical operations, project management and workforce support is desired. Bachelor’s degree in Quality Assurance, Facility Management, Construction Management, Business Administration, Engineering (Mechanical, Civil, Electrical, Structural) or related field is desired.
