Summary You will serve as an INTERDISCIPLINARY ENVIRONMENTAL PROGRAM MANAGER in the Public Works Department, for the Naval Facilities Engineering Systems Command SE. Duties

Administer environmental compliance regulations/permits such as the Clean Water Act (CWA) and Safe Drinking Water Act (SDWA).

Serve as a technical expert on the installation's Storm Water Pollution Prevention Plan (SWPPP), Storm Management Program (SWMP) and NPDES Wastewater Discharge permit.

Represent the organization on matters related to drinking water, storm water, wastewater, and spill response programs.

Conduct inspections and self‑audits of environmental units and operations to ensure compliance with environmental regulations, policies, instructions and installation permits.

Develop and conduct environmental training pertinent to permit requirements and installation operations.

Review specifications, drawings, and contracts to ensure compliance with environmental permits and regulations.

Qualifications

At least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing tasks such as managing one or more highly technical environmental programs without direct technical supervision, performing self‑audits, serving as a technical subject matter expert, and collaborating with office staff, base tenants and regulators.

Volunteer work through National Service programs is considered toward experience.

Education

For GS-0401 Professional Biological Science Series: Bachelor’s degree in biological sciences, agriculture, natural resource management, chemistry, or a related discipline; or a combination of education and experience with at least 24 semester hours in biology‑related fields and appropriate experience.

For GS-0819 Professional Environmental Engineering Series: Bachelor’s degree in engineering from an ABET‑accredited program, or equivalent combination of education, training, and technical experience demonstrating knowledge of the physical and mathematical sciences underlying engineering and proficiency in engineering principles and practices.

For GS-1301 Professional Physical Science Series: Bachelor’s degree or higher in physical science, engineering, or mathematics with at least 24 semester hours in physical science and related engineering science; or equivalent education and experience.

Additional Information This position is covered by the Department of Defense Priority Placement Program. The tentative offer of employment will be rescinded if the selectee fails to meet the pre‑employment requirements.
