Human Resources Analyst III

to support the Office of the Undersecretary of Defense for Intelligence and Security (OUSD(I&S)).

The HR Analyst will provide technical support that encompasses all phases and execution of the Executive and DCIPS Performance Management and Augmentee Programs and support the Human Capital Team/OUSD(I&S) to ensure accurate and effective execution within policy and regulatory guidelines. In this section, DCIPS employees, joint duty assigned personnel, and their respective offices are referred to as customers.

Responsibilities

Attend and participate in approximately eight (8) HR, DCIPS, and augmentee meetings monthly, relay and receive information or documentation. Create briefing slides to provide HR, DCIPS, and augmentee information and updates four times per month. Once per week, review and update SharePoint website keeping HR Program Manager and OUSD(I&S) workforce informed of relevant information posted and received from the Intelligence Community.

Assist in determining required current and sustainment training courses for OUSD(I&S) workforce by assisting in the development of training plans and strategies on an annual basis. Twice a quarter, facilitate mini-training sessions and provide one‑on‑one support to senior executives, rating officials, and employees, assist in the development of course material, course scheduling, and logistics.

Perform system administration duties on HR systems to include the Executive Performance Appraisal, the DCIPS Performance Appraisal Application Tools ensuring data accuracy, reporting discrepancies upon discovery and provide updates either verbally or via reports. During the performance management closeout periods the Contractor shall develop, update, or create approximately 15 executive level status reports (i.e., briefing slides, spreadsheets, etc.). The Contractor shall also provide customer level helpdesk support on all HR related systems as needed in support of approximately 236 customers.

Review, interpret and provide comments, recommendations, and guidance on policies. Assist with the development, review, and maintenance of written internal Standard Operating Procedures (SOPs), Business Rules, technical memos, and written regulatory guidance to ensure applicability with policies, DCIPS volumes, ICDs and other regulatory guidance.

The Contractor shall use Microsoft Office Suite and other application products to create, modify and manipulate reports, spreadsheets, and presentations to capture and display active, current and post results for senior executive leadership, and the workforce for decision‑making and informational purpose. Expert proficiency in Microsoft Excel is critical to the success of this task.

Assist with communication information and materials for OUSD(I&S) workforce by composing written communication guidance and developing resource materials. Prepare Draft and Final routine correspondence such as pay memos, staff summary sheets, Memorandums of Understanding or Agreement, appointment memos, reassignment notices, request for leave accrual rate credit and formal furlough notifications in support of 236 customers.

Approximately 10 times weekly, assist with HR actions including reviewing vacancy announcements; reviewing position descriptions for classification or update; and filing SF-50s (Notification of Personnel Action) from DCPDS; utilizing personnel databases to enter and track information, and extract data to generate reports for statistical purposes; maintaining and updating status reports for HR actions.

On a daily basis, prepare and review correspondence and respond to customer inquiries. Provide advisory, guidance and assistance to senior leaders, managers, supervisors, and civilian employees relative to the resolution of day‑to‑day HR activities (e.g., benefits, status of staffing, augmentee documents, classification, performance management and recruiting actions).

On a quarterly basis, the Contractor shall recommend procedures and track incentive monetary and time‑off awards for OUSD(I&S). The Contractor shall edit award packages for compliance with policy.

On a daily basis, perform routine system administration duties on JDA systems to include posting advertisements for vacancies. On a weekly basis, the Contractor shall develop, update, or create executive level status reports (e.g., briefing slides, spreadsheets). The Contractor will track and maintain arrival and departure dates of individuals participating in the augmentee program. The Contractor shall also provide customer level helpdesk support on all JDA related systems.

On a daily basis, assist with the coordination of agreements between USD(I&S) and other intelligence agencies in support of the augmentee program. The Contractor shall assist with unique and ad‑hoc special management and administrative projects for ODNI data calls.

On a daily basis, provide support for awards programs, including Civilian Honorary and Impact Awards and other annual or singular awards eligible to civilians that are submitted through OUSD(I&S). This includes tracking status of awards in progress and researching previous awards as necessary. Production of tracking reports in MS Excel, PowerPoint, or Word as appropriate to support Government task monitoring of the program on a regular basis, at least weekly. Review of submission for accuracy and completeness in accordance with WHS, OSD, or ODNI guidelines.

Skills / Qualifications

Six (6) years of experience in federal and/or DoD Human Resources.

Demonstrated proficiency with the Microsoft Office suite of applications, expert proficiency with MS Excel required.

Education

B.A./B.S. from an accredited school is required.

Clearance

Active TS/SCI is required.
