IT Analyst II: Geographic Information Systems (GIS)

Reporting directly to an assigned manager or director, responsible for independently analyzing, defining, and creating technological solutions for multiple and/or critical software applications. Serves as the primary technology owner in a designated technology area. Level II of III in Analysts.
Performs technical analysis of applicable data to produce products and solutions to resolve technology-related business problems
Assists with developing alternative workflow solutions by analyzing and testing new or existing procedures
Develops alternative workflow solutions
Analyzes and defines business processes associated with system enhancements
Provides advanced technical consulting and support services as needed
Works as part of a team to procure and implement major systems or upgrades to existing applications and systems
Makes technical decisions to best complete tasks and projects
Attends all meetings and trainings, as required
Performs special duties as assigned
Specialized Assignments (in addition to the duties above): Geographic Information Systems (GIS)
Assists with spatial database design and maintenance
Provides Tier 1 support for GIS driven applications
Research various sources of data to incorporate into Enterprise GIS System
Devises workflows and procedures to ensure timely and accurate collection and management of spatial data
Develops and implements quality control procedures and acceptance criteria for incoming spatial data
Creates complex GIS models using FME/ETL, Python, HTML to automate processes
Provides support, helps to coordinate and manage current and new GIS-driven initiatives with county departments
Research, develops, tests, maintains, and manages automated data workflows and models to support data driven decision making for the various needs of county departments, partner agencies, and the public
Creates, manages, and maintains open data portal website; creates tools that create publicly available data services and automates refreshing the data nightly

PHYSICAL DEMANDS
Position involves prolonged sitting at a workstation, visual examination of documents, reaching, walking, twisting, bending, standing and occasional lifting/carrying
ENVIRONMENTAL FACTORS
Work is primarily indoors in an air‑conditioned environment
Regular travel between work sites as required
IRREGULAR HOURS
Work outside of the normal office hours (Monday – Friday) may be required
May be deemed essential personnel in the event of an emergency
Regular attendance is required

Vocational/technical diploma or certificate and three (3) years of job‑related experience; OR four (4) years of job‑related experience
Working knowledge of specific job‑related technology
LICENSES AND CERTIFICATIONS Required within thirty (30) days of employment
Valid driver’s license
PREFERRED QUALIFICATIONS
Bachelor’s degree in a related field
Technology certification in area of responsibility
Five (5) years working knowledge in all areas of technology software, hardware, data, methodologies, frameworks, and infrastructure
