Description of Job Location: Specialized Business Group of the Department of Revenue located in Lakewood Office/Hybrid. Reports to the use of force trainer/coordinator. Will train on all use of force topics, legislative mandates, and DOR training requirements. Will serve as subject matter expert and investigator for use of force and show of force incidents. Will ensure training meets all federal, state, local, and DOR requirements.

Responsibilities

Peace Officer Training:

Develop use‑of‑force training, review best practices, and incorporate into monthly training.

Create and train on all policy and procedure updates for law enforcement in DOR.

Design training related to BlueTeam entries, use of force, show of force, and excessive force incidents.

Serve as SME for 80‑hour new hire and 40‑hour in‑service training, assess knowledge, and provide remedial training as needed.

Use of Force Investigator:

Make decisions regarding arrest control and firearms systems, evaluate use‑of‑force techniques, and review events.

Advise on training and policy adjustments to align with laws and policy.

Plan and conduct complex investigations of administrative violations and determine if disciplinary action is warranted.

Administrative Tasks:

Backup course coordinator for the Office of Professional Standards Training Specialist and SBG employees.

Determine appropriate outside vendor training based on employee feedback.

Order training supplies.

Qualifications

Minimum Qualifications:

Seven (7) years of relevant experience as a law enforcement officer serving in a state‑certified capacity, with three years as a firearms or arrest control instructor.

Or equal to seven (7) years of related education and/or experience in Criminology, Criminal Justice, Police Science, Law Enforcement, or a related field.

Special Qualifications:

Pass background investigation and tax check prior to appointment.

Maintain a valid Colorado Driver’s License.

Preferred Qualifications:

Experience working with Colorado statutes and laws in a state regulatory environment.

Verifiable PPCT (Pressure Point Control Tactics) instructor certified.

Verifiable Firearms Instructor Certification.

One year or more of investigative experience in an internal affairs role.

Verifiable MRDS‑certified instructor.

Experience with policy drafting and implementation.

Excellent communication and interpersonal skills.

Diplomatic, patient, and able to maintain respectful environments during difficult conversations and situations.

Experienced in advising senior management on policy decisions.

Proven ability to determine the systems, guidelines and programs used.

Proven success organizing and tracking workload.

Proven ability to work independently and accept supervision.
