Job Description This position is located in the

Specialized Business Group

of the

Department of Revenue , at the Lakewood Office/Hybrid. It reports to the use of force trainer/coordinator and involves training on all use of force topics, legislative mandates, and DOR training requirements. The role serves as SME for use of force and showcase force incidents, ensuring all training meets federal, state, local, and DOR requirements and mandates, and acts as the department use of force investigator and staff authority for investigations and updated training guidelines.

Responsibilities

Use‑of‑force training – decide on use‑of‑force training, review best industry practices, and incorporate them into monthly training.

Policy and procedure training – create and train on all policy and procedure updates for law enforcement in DOR, determine how changes affect officers, and track communications.

BlueTeam and IA process – create all training related to BlueTeam entries, specifically use of force, showcase force, and excessive force incidents, applying best practices.

80‑hour new hire and 40‑hour in‑service training – act as SME for all topics taught, assess student knowledge, and determine remedial training.

Use‑of‑force investigator – decide on arrest control and firearms systems, evaluate use‑of‑force techniques, review events, and adjust training and policy as needed.

Advising on training – determine necessary adjustments to the training program to comply with policy or laws.

Advising on policy – identify policy changes needed based on current or changing laws and events that affect peace officers.

Plan and conduct complex investigations – conduct investigations into alleged violations of Colorado statutes and regulations, determining whether criminal or disciplinary action is warranted.

Backup course coordinator for OPS Training Specialist and SBG employees.

Outside training needs and vendors – select appropriate external training based on employee feedback.

Order training supplies.

Minimum Qualifications

Seven (7) years of relevant experience as a law‑enforcement officer serving in a state‑certified capacity, with at least three years as a law‑enforcement firearms or arrest control instructor.

OR a combination of related education and/or experience in Criminology, Criminal Justice, Police Science, Law Enforcement, Law, Education Instruction, or a closely related field equal to seven (7) years.

Special Qualifications

Successful completion of a background investigation and tax check prior to appointment.

Valid Colorado driver’s license at the time of application.

Preferred Qualifications

Experience with Colorado statutes and laws in a state regulatory environment.

PPCT (Pressure Point Control Tactics) instructor certification.

Firearms Instructor Certification.

One year or more of investigative experience in an internal affairs role.

MRDS‑certified instructor.

Experience with policy drafting and implementation.

Excellent communication and interpersonal skills.

Diplomatic, patient, and able to maintain respectful environments during difficult conversations.

Experienced advising senior management on policy decisions.

Proven success organizing and tracking workload.

Ability to work independently and accept supervision.
