Overview

This is highly technical professional engineering work relating to review, analysis and evaluation of development orders and other new improvements within the County for compliance with accepted policies, standards and regulations. Work is performed under the general supervision of the Planning Manager. Responsibilities

Reviews, analyzes and evaluates development orders within the County and makes recommendations on compliance with existing land use code, accepted policies and standards in the areas of drainage and storm-water management, roadway and driveway access management and subdivision standards. Reviews applications and makes recommendations on the issuance of commercial driveway permits. Conducts field inspection of commercial development orders and driveway permits to determine compliance with approved plans and permits. Coordinates subdivision development order review and the inspection activities of Subdivisions with the Public Works and Utility Services Directors. Performs pre-application meetings with applicants, engineers, and consultants concerning feasibility of potential projects. Receives, investigates and responds to engineering related citizen’s inquiries about ongoing development orders. Utilizes computer applications and the geographic information system in the review and tracking of development orders. Reviews building permit applications, land clearing, and fill and excavation permits. The employer may add to or change duties at any time and as determined by the County and its leaders to best ensure that the public is served through the work of the Department. Performs other related duties as assigned. Qualifications

Bachelors’ degree from an accredited college or university in civil engineering or a closely related field; AND Five (5) years of progressive experience in the field of Civil Engineering. A comparable amount of training and/or experience may be substituted for the minimum qualifications, except for the required registration. Licenses and Certifications

Possession of or ability to obtain and maintain a valid Florida driver license upon offer of employment with a driving record acceptable to the County Driving Policy and insurance program. Possession of or obtain and maintain a Professional Engineer (PE) in the State of Florida within six (6) months of hire as a condition of employment. Knowledge, Skills and Abilities

Knowledge of modern techniques, methods, procedures, principles and practices of all phases of engineering and the ability to apply them. Knowledge, understanding and ability to use ArcView, and other Geographic Information System maps. Knowledge of traffic engineering and roadway design. Knowledge of storm-water management system design and computer modeling of stormwater systems. Knowledge of project management and organizational skills. Proficient in MS Word, Excel, and Outlook. Ability to have excellent oral and written communication skills. Ability to work and maintain reliable full-time attendance. Ability to comprehend, speak, and read the English language. Ability to have and maintain good interpersonal and communication skills to deal with the public. Ability to review engineering plans, programs and activities. Ability to review and evaluate work of technical and professional personnel and consultants. Ability to establish and maintain effective working relations with supervisors, municipal officials, consultants, and the general public. Ability to plan, organize and coordinate work assignments. Ability to communicate engineering information effectively, orally and in writing. Physical Requirements/Environmental Conditions

Work is primarily performed in an indoor, climate-controlled environment and is nearly absent from disagreeable elements (e.g., irate customer, extreme noise, heat, odors, heights and/or dust). This is primarily office work requiring limited physical effort. This position requires stooping, crouching, walking, pulling, lifting, grasping, hearing, visual acuity (i.e. seeing up close, seeing far away, depth perception), kneeling, reaching, pushing, talking, standing, climbing, finger movement, repetitive motions. Frequent lifting of 10 to 15 pounds; occasional lifting of up to 25 pounds, and may require lifting up to 50 lbs. Work Location

Remote Eligible - This position is assigned to a county worksite. However, in the sole discretion of Bay County BOCC, this position may be eligible for telework within the State of Florida.
