A Capital Projects Manager job is available with the City’s FWLab Department. The FWLab advances the City’s vision to be “the most livable and best‑managed city in the country” by building organizational capacity to explore, analyze and learn from data that is delivered through existing and new municipal system and components.

The Capital Projects Manager will assist in overseeing and coordinating management of all capital projects within the City of Fort Worth, ensuring alignment with long‑term city goals and sustainability objectives. This pivotal role safeguards taxpayer resources, ensuring projects are delivered on‑time, within scope, and on budget. The incumbent will report to FWLab’s Senior Capital Projects Officer.

Minimum Qualifications

Bachelor’s degree from an accredited college or university with major coursework in project/program management, engineering, landscape architecture, planning, public administration, business administration, or a related field.

Four years of increasingly responsible administrative experience, including two years of administrative and supervisory responsibility.

Preferred Qualifications

5+ years of progressively responsible experience in capital project management or infrastructure development, with at least 2 years in a leadership or supervisory role.

Possession of any of the following registration and/or certifications is preferred:

Registration as a Professional Engineer in the State of Texas

Registration as a Registered Architect in the State of Texas

Certification as a Certified Construction Manager

Certification as a Project Management Professional

Knowledge of project management principles, budget control, and lifecycle cost analysis.

Knowledge of capital financial oversight principles and understanding of multiple funding sources for large capital projects.

Strong organizational, analytical, and problem‑solving skills, and strong reporting skills, both written and verbal.

Ability to manage multiple projects simultaneously.

Job Responsibilities

Capital Project Oversight: Assist in maintaining a comprehensive knowledge of all ongoing and upcoming capital projects, ensuring alignment with the City’s infrastructure and strategic plans.

Budget & Financial Management: Assist in monitoring project expenditures, tracking funding sources, and evaluating financial performance. Collaborate with departments to maximize funds available for capital improvements.

Capital & Budget Transparent Reporting: Assist in the development and implementation of the City’s Bond Program website informed by data aggregated from departments. Collaborate with FWLab Data Analytics team to develop easy‑to‑understand reporting dashboards.

Lifecycle Analysis & Asset Management: Assist in the assessment of the life‑cycle costs of city assets, ensuring the capital projects integrate long‑term maintenance and replacement strategies to reduce overall infrastructure costs.

Stakeholder Engagement & Coordination: Assist in the development of technical reports and presentations on capital project alignment for stakeholder understanding.

Project Closeout & Evaluation: Assist in monitoring the project closeout process to ensure that financial and operational performance is reviewed and that surplus funds are reallocated. Collaborate with departments to evaluate the project life‑cycle and that lessons learned are incorporated into future projects.

Infrastructure Strategy & Planning: Assist in identifying infrastructure planning gaps and developing funding strategies for unmet infrastructure needs.

Working Conditions and Physical Demand Depending on assignment, positions in this class typically require touching, talking, hearing, seeing, grasping, standing, walking, and repetitive motions.
