Why This Role Is Unique As an Assistant Construction Manager (Engineer 2), you’ll have full project management responsibilities from day one with Construction Manager. You’ll work in both office and field environments, gaining hands‑on experience that bridges design theory with construction reality. You’ll also develop leadership skills by supervising inspection teams and collaborating with contractors, regulatory agencies, and the public on projects that shape the future of our community.
What You Will Do
Quality Assurance Leadership
– Oversee construction activities and inspection staff to ensure projects meet contract plans, specifications, and regulatory requirements. Review daily reports, provide technical guidance, and resolve complex contractual issues.
Contract Compliance
– Ensure full compliance from contract award through project closeout, applying professional judgment to challenging situations.
Project Financial Management
– Independently manage construction budgets, review and approve contractor payments, and negotiate change orders.
Project Coordination
– Lead staffing decisions, coordinate utilities, and conduct pre‑construction and weekly progress meetings.
Stakeholder Relations
– Serve as the primary contact for contractors, utility companies, regulatory agencies, and the public. Review and respond to RFIs with professional engineering judgment.
Public Relations
– Partner with Public Outreach staff to communicate project impacts and respond to community questions with technical expertise.
Bridge Inspection Oversight
– Support the inspection program for in‑service bridges, including required reporting with assistance from the Capital Construction Inspector Supervisor.
Staff Supervision
– Directly supervise and mentor project inspection staff.
What You Bring Minimum Qualifications for Assistant Construction Manager:
Licensed as a WA State Professional Engineer (PE), or in process of securing WA State comity,
OR
Bachelor’s degree in construction management, civil engineering or related field AND four years of related construction management/engineering experience under the direct supervision of a licensed PE , OR
Engineer in Training (EIT) certification AND four years of related construction management/engineering experience under the direct supervision of a licensed PE (or CMAA),
AND
Progressively responsible civil engineering experience demonstrating ability to perform the full scope of Engineer 2 responsibilities;
AND
One year of lead worker or supervisory experience.
*Engineering means the practice of engineering as defined in RCW 18.43.020. A CMAA may substitute for a PE.
Preferred Education, Experience or Other Qualifications
Two years of construction Management experience.
Certified as a Construction Manager from Construction Management Association of America.

Driving Requirements
The successful incumbent must meet the driving requirements of this position and submit a copy a current driving record/abstract (from state of residency) to review for eligibility to drive for Kitsap County prior to employment. The successful incumbent must obtain a valid Washington State Driver’s License prior to hire and maintain a satisfactory driving record as outlined in the Kitsap County Vehicle Use Policy. This position is categorized as:
Driver operates County-owned vehicle.
Driver operates a personal vehicle as an essential function for official County business.
Report for duty on time and remain at work until the end of their scheduled shift even if an inclement weather event or emergency is declared as an “Essential Employee” under the Public Works Inclement Weather/Emergency Response policy.
