The Center for Victims of Torture is hiring an Insurance Case Manager to provide insurance-related systems navigation and social rehabilitation services to clients from diverse geographic, cultural, and social backgrounds, as part of a multi-disciplinary healing team. The Insurance Case Manager will assist clients with intake, obtaining and maintaining health insurance, and resolving billing and insurance-related challenges through coordination with internal and external parties. The Insurance Case Manager will also provide interpretation services.

Position Open To

Candidates located in the St. Paul, Minnesota area who are authorized to work in the U.S. and will not need CVT to sponsor them on a work visa.

Remote Status

Position is partially remote. 80% in-office in St. Paul, Minnesota and 20% remote.

We offer rehabilitation services to those who have been tortured, train partners around the world who can prevent and treat torture, and advocate for human rights and an end to torture. We are headquartered in Minnesota, and we have U.S. offices in Georgia and DC, as well as offices in Africa and the Middle East.

Responsibilities

Insurance Case Management:

Coordinate and manage clients’ insurance needs by assessing coverage, facilitating enrollment and renewals, and monitoring ongoing eligibility to ensure uninterrupted access to services. Serve as the team’s insurance subject matter expert, providing guidance to clients and staff while collaborating with primary case managers, clinical teams, and billing partners to support service delivery, resolve insurance billing issues, and complete post-discharge referrals. Meet with clients as needed to gather required information, educate them on their rights related to mental health services, and support termination and discharge planning. Maintain accurate and timely completion of all insurance-related documentation, updates, and reports while evaluating client progress in obtaining and maintaining coverage.

Interpretation:

Interpret content and spirit of messages in meetings and other contact between CVT’s Client Services staff (social workers, psychotherapists, nurses, client service coordinators, physicians, etc.) and clients. Facilitate appointments and referrals for clients by explanation of procedures and telephone follow-up. Interpret for clients for referrals outside of CVT as requested. Consult with staff on cultural beliefs and customs relevant to CVT’s work with clients.

Referral Coordination and Intake:

Coordinate and manage client referrals from community partners while creating and maintaining accurate client profiles and referral lists to ensure grant compliance. Meet with new clients to complete intake processes, including reviewing and obtaining signatures on required consent and confidentiality forms, informing clients of CVT policies, and verifying that all documentation is complete prior to enrollment in services.

Team Collaboration:

Participate in clinical supervision, case consultations, administrative reviews and informal consultations as needed. Coordinate client care closely with clinic nurse and Community Health Workers.

Qualifications Required Education, Experience, Certificates, Licenses or Registrations

Bachelor of Social Work or related field (such as psychology or counseling)

1 year of cross-cultural experience in any of the following settings: social services, healthcare, mental health

Fluency in a language other than English commonly spoken by CVT clients (verbal fluency required; written fluency required if appropriate for language) and the ability to interpret oral communication between the target language and English.

Must be registered on the MN Department of Health Spoken Language Healthcare Interpreter Roster, or eligible for registry.

Preferred Education, Experience, Certificates, Licenses or Registrations

2 years of cross-cultural experience providing case management in any of the following settings: social services, healthcare, mental health

Minnesota MNsure Navigator or Assistor

Competencies (Knowledge, Skills and Abilities)

Excellent written, verbal and interpersonal communications skills

Excellent skills in organization, attention to detail and time management (including the ability to meet deadlines)

Ability to maintain confidentiality, recognize appropriate boundaries and cope with emotionally stressful situations

Knowledge of or ability to seek out community resources

Demonstrated ability to work independently (including ability to work independently from home)

Ability to effectively manage multiple priorities and one's own schedule

Working knowledge of Microsoft Office suite (Outlook, Word and Excel), as well as other programs such as Zoom Pro and Adobe

Interest in or commitment to human rights

Hiring Timeline Most CVT hiring processes for U.S.-based positions take about 8 weeks from when the position closes to when an offer is made to a candidate.
