Position Summary Provide oversight, guidance, and leadership in the development, and implementation and monitoring of mandatory Transportation Safety Administration (TSA) and North American Electric Reliability Corporation (NERC) Reliability Standards. Assist management and business areas in preparation for external compliance evaluations as well as conduct of internal compliance evaluations. Engage with internal personnel, industry stakeholders, Regional Entities, TSA and NERC in addressing issues relating to standards and compliance policy. Coordinate, oversee and manage activities relating to the development of voting positions and submittal of votes. Develop, administer, and implement process to manage scheduling and tracking of internal compliance spot checks and reviews. Maintain processes and procedures owned by compliance program relating to relationships between functional units and other entities within the company.
Essential Responsibilities
Manage and coordinate compliance program processes associated with the monitoring, governance and oversight of internal NERC and TSA compliance activities. Track and monitor progress of internal and external regulatory commitments and ensure quality and timely completion of deliverables. Ensure detailed cause analysis is performed and appropriate remediation actions are taken to address any conditions of potential non‑compliance to a regulatory standard or requirement.
Lead and coordinate the conduct of internal compliance reviews, spot checks and audits to evaluate compliance with mandatory reliability standards.
Manage and coordinate internal activities associated with development of mandatory reliability standards. Coordinate discussions across functional units with compliance program personnel and subject matter experts to evaluate impact of proposed changes, develop comments and recommended ballot positions for new or modified standards. Actively monitor and engage with FERC, NERC, MRO and industry stakeholder groups on standards development topics for awareness and incorporation into internal standards development evaluations.
Manage and coordinate internal activities associated with implementation of mandatory reliability standards. Ensure timely and accurate communication of pending and actual regulatory approvals to all appropriate parties. Provide direction and oversight of the development of implementation plans and milestones, reviewing for completeness and sufficiency. Track implementation activities to ensure timely compliance, evaluate overall compliance readiness and periodically report status to management.
Act as primary point of contact between Xcel Energy and external collaborative groups on TSA, NERC and regional standards development, implementation, compliance monitoring and enforcement activities. Participate in various collaborative groups to represent company positions and to obtain industry perspective through peer sharing and benchmarking activities.
Attend NERC and regional compliance meetings, as needed, to negotiate for company positions and to obtain compliance information for internal use. Provide timely and comprehensive communication of relevant information to internal stakeholders. Obtain leadership positions on external committees to influence regional groups for the benefit of the company.
Manage program compliance documentation and associated internal controls. Direct functional units to update, enhance, clarify and improve internal controls and documentation as needed. Also work with functional units as needed to collect and prepare documentation for internal and external audits and investigations.
Maintain compliance program data current and accurate within the eGRC system. Establish and maintain a high level of proficiency with eGRC solutions supporting the compliance programs. Create, develop and manage eGRC dashboards and reports for business area use.
Minimum Requirements
Bachelor's degree in math, accounting, finance, economics, business, engineering, computer science or equivalent experience.
Eight to ten years related experience.
Strong computer skills and ability to manage voluminous data.
