Job Summary The purpose of this position is to function as a Procurement Specialist for DEQ. The role handles IT and non‑IT acquisitions of goods, services, and grant agreements within DEQ. Responsibilities include creation and review of purchasing requests and contracts to ensure compliance with N.C. General Statutes, the N.C. Administrative Code, and DEQ purchasing policies and procedures. The position also prepares and processes Requests for Proposals, Requests for Quotes, Invitations for Bids, Contracts, Agreements, Grants, and Amendments.
Key Responsibilities
Creation of IT and non‑IT solicitation documents, grant agreements, amendments, and contract agreements.
Management of request workflows in North Carolina procurement systems.
Customer service and communications.
Facilitation and training.
Record management and retention.
Minimum Education and Experience
Bachelor’s degree from an appropriately accredited institution and two years of procurement experience; or equivalent combination of education and experience.
Completion of the North Carolina Contract Management Certification Program within one year of hire.
Certification Requirement N.C.G.S. 143‑49 requires certification in the contract management training program for all state employees responsible for awarding contracts or monitoring contract compliance.
