The Harm Reduction Coordinator is an employee of Tillamook County Health and Human Services Department (HHS); includes the Community Health Center which provides medical, behavioral, dental, services and integrated Tillamook County Public Health and Environmental Health programs and services. HHS is a dynamic department with a fast-paced environment serving diverse populations. This position works in the Public Health section to strategize and develop community-based initiatives to reduce substance use stigma and stigma related to overdose. They promote and implement harm reduction programing to support individuals experiencing substance use disorder.

Required Qualifications Education

Bachelor’s degree in public health, social work, sociology, psychology, or a related field. Equivalent experience may be substituted for educational requirement. Amount of additional experience acceptable: Four (4) years

Experience

One (1) year of responsible work experience providing clients with public health related services. OR

An equivalent combination of education and experience.

Certifications or Licenses

At time of appointment, must possess a valid Oregon driver’s license and maintain an acceptable driving record.

Duties

Responsible for coordinating the operation and planning for harm reduction services in Tillamook County. This includes program development, scheduling, budgeting, ordering, inventory, and reporting for harm reduction services throughout the county.

Coordinate weekly harm reduction events and provide direct outreach to community members. This includes the dissemination of Narcan, sharps containers, and safer use kits.

Work closely with local coalitions and partner agencies in the distribution of community Narcan and Narcan education.

Actively participate in local and state coalitions and workgroups, attend community events, and plan community engagement and outreach events.

Provide community education to reduce the stigma surrounding substance use disorders and Narcan use.

Work in the area of population health as defined by their program assignment(s) or grant(s).

Interacts with and convenes community partners and resources as necessary to ensure the diverse health needs of our community are being met.

Collaborate with HSS staff, key stakeholders and coalitions for the development and advancement of health promotion programs, help to ensure assigned programs are aligned with community health needs assessments and community health improvement plans.

Routinely attends multisector stakeholder meetings and works collaboratively with the Oregon Health Authority, the local coordinated care organization, and other community-based organizations.

Work independently and with other HHS employees and community partners on the development and advancement of health promotion activities, including the development of systems, policies, and programs that impact community health and ensures the diverse health needs of the community are being met. Health education materials include audio-visual, digital and written health education materials.

Collaborate with health departments, community health centers, and primary care clinics across the State and various State departments on Public Health Initiatives.

Participate in the development of systems, policies, and programs that impact community health.

Approach harm reduction through a broad lens, including different areas of health such as communicable disease prevention or alcohol use disorder.

Actively participate in grant writing by researching grant opportunities, conducting literature reviews, gathering data, and writing applications both independently and collaboratively as a member of the larger HHS team.

Ensure all assigned grant requirements are fulfilled, and programs are aligned with funding requirements and evidence-based best practices.

Work to ensure accessibility, equity, inclusion, and health literacy standards are being met in programs, materials, and outreach.

Additional duties assigned

Works under general supervision with recurring tasks performed independently. The supervisor provides professional advice on non-routine matters, and periodic reviews are conducted to ensure adherence to expected results.

The majority of the work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of items, such as papers, laptop bag, small parts and boxes; or driving an automobile. No special physical demands are required to perform the work.
