Correctional Industries (CI) within the Department of Corrections (DOC) is seeking a highly motivated and qualified individual to fill a permanent vacancy as an Industries Manager 4 – Marine Operations Manager. This position is located at McNeil Island Stewardship (MIS).
This position generally works from 7:00 a.m. to 3:00 p.m., Monday through Friday.

This position, working collaboratively with internal and external stakeholders, contributes to the agency's mission to improve public safety by positively changing lives by supporting the adequate supervision and accountability of incarcerated workers. Correctional Industries (CI) is committed to maintaining and expanding incarcerated work training programs which develop marketable job skills, instill and promote positive work ethics and reduce the tax burden of corrections. Correctional Industries works within the Reentry Division, providing people with focused success opportunities.
This position supports those objectives by providing leadership in the management of Correctional Industries' incarcerated work programs within the McNeil Island Stewardship. It manages operational and program activities in concern with superintendents, agency administration, managers, CI staff, internal and external stakeholders, and potentially other state agencies. It ensures compliance with WAC, RCW, Agency Policy, and state and federal laws. It contributes to CI's business plans and operating forecasts.
Primary Responsibilities
Provides industry oversight of McNeil Island Stewardship Marine Shops.
Responsible for assigned McNeil Island Stewardship Marine Shops.
Develops decision documents for change in business practices, equipment, or establishment of new staffing and/or industries.
Monitors and ensures program sustainability on the sale of CI products to ensure full cost recovery with margins to cover reinvestment.
Works in collaboration with internal and external stakeholders on product offerings, vendor communication, and new product development.
Coaches, trains and mentors all direct reports in regard to personnel issues, forecasting, asset management, products, sales strategies, and customer service.
Resolves concerns and complaints with internal and external stakeholders, provides supervision and accountability to direct and indirect reports within the organizational chain.
Develops, documents, and collaborates with stakeholders on policy revision, SOP development/revision, and/or process improvements.
Responsible for the review and approval of annual forecasts in collaboration with internal stakeholders representing CI's various lines of business.
Ensures decisions and assigned direct reports are adhering to the appropriate Collective Bargaining Agreement, DOC Policies and Operational Memorandums.
Provides regular updates and information as needed for CI Advisory Committee and/or other requests for reports.
Oversees and manages contracts as needed related to assigned areas of responsibility.
Completes workplace investigations as assigned by the Appointing Authority.
May service as a backup to the MIS General Manager in times of absence.
Scope of Control and Influence
This position reports to the MIS General Manager. It is responsible for the management oversight and leadership of the incarcerated individuals' work training programs managed by CI located at the McNeil Island Stewardship.
This position influences and impacts statewide policy and procedures and/or operations. Provides direction for assuring the efficiency, consistency, and accountability of operations, programs, and services.
Direction given and decisions made by this position impact the viability of the work programs and training of incarcerated individuals, which increase the likelihood of successful reentry into the community. If programs fail to provide products and/or services that do meet the communicated promise and/or values, the product and the program could fail. This failure could result in a loss of revenue, which could mean a loss of training opportunities for incarcerated individuals, loss of civilian jobs, and the potential closure of CI operations. Additionally, this position regularly makes financial decisions impacting the department.
Marine Operations Manager must function within the legislatively approved appropriation by controlling operational expenses for direct and indirect costs associated with managing all areas supervised and is directly responsible for ensuring compliance with applicable policies and procedures while effectively managing institutional relationships.
Decision Making and Policy Impact
Ensures all departments within CI Operations at the McNeil Island Stewardship have correct staffing models and overtime control and is responsible for ensuring services are completed in a timely and safe manner.
Manages day‑to‑day onsite organizational issues, safety and security requirements, personnel, memorandums of agreement, and applicable regulations. Provides recommendations for equipment purchases, construction, and ensures that security and safety concerns, and incarcerated workers issues are brought to the attention of the MIS General Manager.
Analyzes, implements, and monitors policy changes that can potentially impact budget and external environments. Manages multiple priorities that include project planning, scope management, cost and risk management, and process improvement initiatives. Collaborates across internal and external teams and ensures vision and execution of strategy are clearly communicated.
Monitors timelines, project estimates, and technical issues, defines and negotiates parameters with stakeholders as necessary. Manages procurement approvals up to $5,000. Develops and implements local operational directives that comply with collective bargaining agreements and policies.
Operating Budget Controlled
Effective and responsible management of the CI MIS Marine Department and site budgets in coordination with CI Headquarters Financial Services and the Assistant Director.
Coordinates timely and effective communication with Operations and Brand Managers to develop operating budgets, detailed forecasts, and planned raw materials and equipment purchases.
Equipment purchases and capital improvements exceeding $5,000 require the Assistant Director's approval.
Financial Influences and Impacts
Ensures forecasted gross profit and contribution margins, manages budget forecasts by controlling operational expenses for direct and indirect costs of goods and services, personnel costs, investments in capital assets, and tenant improvements. Communicates regularly with Financial Services and Assistant Director on forecast changes and market trends.
Responsible for developing cost business analyses (CBAs) for asset purchases and presenting decision documents to propose new business operations, training opportunities and strategies.
Required Qualifications
High School Diploma or GED equivalent.
At least three (3) years of budget administration and development.
At least three (3) years of experience in progressively responsible management/supervisory position.
Preferred Qualifications
Valid USCG license/credentials to operate inspected passenger vessels up to 100 gross tons.
Valid radar observer endorsement.
Current TWIC or ability to obtain a TWIC within 30 days of hire.
In-depth knowledge of USCG, Homeland Security and Department of Ecology regulations.
Strong interpersonal communication, collaboration and analytical skills.
Proficient computer skills using Microsoft Word, Excel, and Outlook.
Accredited bachelor’s degree in business administration or similarly related field from a recognized U.S. Department of Education, or CHEA or foreign equivalent.
Five (5) years of experience monitoring and managing contracted providers/services.
Five (5) or more years of management experience in the marine industry.
Two (2) years of experience managing a large budget and/or profit and loss.
