Position Overview Full‑time, 40 hours per week, Business Services Specialist in the Department of Labor & Regulation (DLR). The Specialist works with businesses, local economic development offices, chambers, and other entities to address workforce challenges, recruit and retain talent, and connect employers with DLR services.
Key Responsibilities
Share information about DLR services and connect employers with resources.
Organize local and statewide hiring events.
Assist with the Workforce Knowledge Series.
Promote and market virtual workshops.
Facilitate Rapid Response Events.
Build trusting connections with local chambers and economic development groups.
Develop partnerships to connect employers with job seekers using DLR services.
Coordinate services with other state and local agencies.
Stay informed on labor market information, training opportunities, and education facilities to advise employers.
Operate within SDWORKS: Employer Accounts, Services, Case Notes.
Conduct H2A Job Orders and housing inspections.
Assist with the Migrant Seasonal Farmworker Outreach program.
Travel to cover assigned territory and conduct housing inspections for the Foreign Labor Certification program.
Candidate Profile The ideal candidate is a self‑starter who is comfortable public speaking, organized, effective at communicating, and able to network and build relationships.
Comfortable expressing excitement or concerns.
Trusts the team, remains positive, and values team input.
Takes initiative and attends job fairs.
Verifies business accounts in SDWORKS.
Plans and hosts Workforce Knowledge Series events.
Provides information about business services and develops relationships.
Skills & Knowledge
Knowledge of SD Department of Labor and Regulation services and programs.
Business recruiting practices and human resource expertise.
Federal and state labor laws.
Customer service methods to employers.
Workforce training strategies.
Interview, placement, and counseling techniques.
Community resources and support services.
Federal Bonding Program.
Abilities
Research employer openings and employment needs.
Assist employers in accessing the job database and coach usage.
Advise employers on labor laws and refer to appropriate departments.
Perform public relations duties as a DLR representative.
Conduct outreach to job seekers to obtain a qualified applicant pool.
Use computers and office software.
Communicate clearly and concisely. Develop and maintain relationships with stakeholders.
Work independently and as a team player.
Multitask and prob for critical information.
Maintain accurate records.
