Primary Objective: To assist the Lessard‑Sams Outdoor Heritage Council (LSOHC) and staff with its project management, analysis and oversight responsibilities of appropriations made by the Outdoor Heritage Fund. Developing and enhancing information through accomplishment plan monitoring, and project report analysis and evaluation will be involved with nonpartisan perspective being paramount.
Responsibilities The LSOHC Project Analyst performs rewarding work supporting the Minnesota Legislature by contributing as an essential member of the LSOHC team through:
Grant Monitoring–Assist in monitoring OHF funded appropriations to evaluate progress, ensure fiscal compliance, outcome achievements & transparency, and glean findings for future planning and policy consideration.
Assist with Management of Program Appropriation Tracking System.
Research and Plan.
Allocate–Assist the LSOHC in its recommendation process.
Administrative–Assist with office administration.
Qualifications
Bachelor’s degree in environmental sciences, natural resources, business administration, or a related field and two years of relevant experience or a master’s equivalent degree and one year of relevant experience.
Demonstrated knowledge of environment and natural resources management.
Experience with grant making, grant monitoring, or grant administration.
Demonstrated experience in program and project planning and management.
Excellent verbal and written communication skills with proven proofreading and editing skills.
Advanced data management skills.
Ability to work in a confidential, nonpartisan manner in a political atmosphere.
Demonstrated ability to work both collaboratively and independently.
Ability to keep appraised of emerging natural resource issues, industry, and technology.
Ability to manage multiple projects simultaneously and adapt to competing demands in a constantly changing environment.
Strong computer skills and demonstrated competency using MS Excel, Word, and PowerPoint.
Strong customer service and organizational skills.
Ability to read scientific and technical reports and identify critical takeaways.
Desired Qualifications
Degree in conservation, natural resource, public policy or closely related field and 5 years of experience in conservation, natural resource, public policy, or a closely related field.
Geospatial Information (GIS) or other mapping skills.
Experience as a nonpartisan employee working in the legislative process.
