Under limited supervision, performs basic Safety and Environmental management duties. Assist in coordinating, organizing, planning, developing and administering Safety and Environmental programs within District Four with the overall goal of reducing employee injuries, workers compensation costs, vehicle accidents and increasing environmental awareness and compliance. Ensures compliance with all local, state and federal safety, fire and environmental regulations. Conducts routine jobsite safety audits to ensure all work zones and work practices are in compliance with all applicable Federal, State and Department Safety Policies and Guidelines. Conducts and records District-wide inspections to ensure all SCDOT facilities, buildings, shop yards, satellite stockpile locations and equipment are in compliance with all applicable OSHA, EPA, DHEC, DOT, NEC and ADA regulations. Ensures all facilities are in compliance with all federal, state and local fire regulations. Maintains proper documentation, correspondence, record keeping and verification of compliance and corrective actions. Administers all required Safety and Environmental training programs in District 4, including New Employee orientation, Storm water pollution prevention, flagger and work Zone, CPR, First Aid, AAA and other related trainings. Conducts monthly safety meetings. Enters training records into Learning Management System, compiling various reports to ensure that employees receive training required. Investigates First Reports of Injury and internal vehicle accidents. Performs and/or assists in entering injury and accident data into Risk Management System. Ensures Lost Days and Restricted Duty Days are accurate. Makes recommendations to management to prevent reoccurrence. Performs other related duties as assigned. A high school diploma and two (2) years of experience in occupational safety or industrial hygiene programs. A bachelor's degree in public health or a related field may substitute for the required work experience. A motor vehicle operator’s license is required.

The physical demands for the essential functions of this position involve bending, stooping, reaching, twisting, climbing, balancing, kneeling, pushing, pulling, and grasping. Must be able to lift up to 50 lbs. This position requires walking for extended periods, treading rough and uneven terrain, and working in close proximity to motoring traffic and natural environmental hazards. This position requires working in an office environment, warehouse environment, and/or outside in all weather conditions. May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies. Requires travel as needed and assigned.
