The Tsui Group is seeking a qualified and experienced Asset Renewal Project Manager to join our aviation team in Los Angeles County. In this role you will replace end‑of‑life airport assets, primarily: MEP, vertical transportation systems, building enclosures, baggage handling systems and passenger boarding bridges. The candidate should have extensive knowledge in MEP systems from both design and implementation perspectives, especially in an operating environment. This is contingent upon client approval.

Key Identifiers For This Position

Project Manager and Technical/Construction Leader with experience in an operating/active environment.

Management of project within budget and schedule constraints while maintaining all necessary scope elements.

Leader in stakeholder engagement to identify, communicate, resolve and accomplish their needs, while preserving the principles and criteria of the project scope, schedule and budget constraints.

Knowledge in design and construction contracting practices and methodologies.

Knowledge and experience in the project design life cycle from Concept to Project Definition Book to Permit to Bulletins.

Knowledge and experience in the project construction life cycle from Pre-Construction to estimating/buyout to phasing to implementation to Closeout.

Ability to assemble KPI’s and decisions needed for Governance and presentation to others, including the executive staff.

Maintaining an excellent working relationship with the design and construction professionals geared towards open communications and mutual problem solving in the best interest of the project and all other parties involved.

Developing and maintaining a high level of team morale through professionalism that reflects well on the project team, external stakeholders and LAWA/internal stakeholders.

Key Responsibilities

Primary liaison and airport/owner representative responsible for directing and managing the project.

Responsible for scope development and scope management of the project to meet project goals and objectives.

Develop the RFP and oversee the procurement process for designers and contractors.

Providing direction and management for assigned project and ensuring on-schedule completion within or below budget in accordance with contractual obligations.

Planning and defining program goals and devising methods to accomplish them, developing in-depth knowledge of owner objectives, contract terms, and airport policies.

Planning, directing, supervising and controlling the execution of all technical, fiscal, and administrative functions of the assigned project.

Working with team members and airport management to develop budgets, schedules, and plan for the various elements of a project.

Managing project scope to meet or exceed project goals and objectives.

Identify and study options to complex design, operational or constructability issues.

Conduct field surveys and investigations to capture detailed and accurate field conditions.

Maintain documentation on the approved scope of work for the project to include all related agreements, authorizations, reports, drawings and specifications.

Work with the Design Manager to manage the design process during design and construction, including resolution of technical design issues, issuing design non‑compliances, issuing field non‑conformances, timely processing of RFIs, coordinating shop drawing reviews, participation in and approval of factory and site acceptance tests, coordinating material approvals, coordinating mock‑up approvals, providing reports, drawings and specification interpretation, participation in testing and commissioning activities, managing the punch list process, and other activities as required.

Work with the Design Manager to manage the Design Review Team (DRT) design review process for assigned projects through all phases of design including significant design changes during construction.

Monitor and lead efforts related to the permitting process required by the design team and contractor.

Become thoroughly familiar with required contractual obligations and technical aspects of all facilities to be erected.

Ensure all work is performed with and inspected to the latest versions of the LAWA Design and Construction Handbook (DCH), plans and specifications including approved changes, submittals, and RFIs.

Work with designers, contractors and stakeholders to develop the overall planning of construction activities and identify critical milestones and priorities.

Prepare reports summarizing progress of pre‑construction activities for senior management.

Review change proposals for contractual compliance and alignment with fair market value.

Review pay applications to ensure proper verification of completed work and compliance with contract requirements.

Work with the Asset Renewal management team to devise and execute action plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work.

Assure that current and timely Task Orders and Change Orders are documented and administered properly.

Participate in all necessary coordination meetings with designers, contractors and stakeholders.

May assume other duties as required.

Requirements Minimum Required Qualifications:

15 years or more experience, preferably on airport projects.

Specialized experience and/or expertise in Mechanical / Electrical / Plumbing replacement projects.

Experience with projects more than $50 million in value.

Experience with various delivery methods, including Design‑Bid‑Build and Design/Build.

Proven ability to perform in a management capacity.

Excellent written and oral communication skills and a thorough knowledge of industry practices and regulations.

Education And Training Qualifications

Bachelor’s degree in Architecture, Aviation, Business, Engineering, Construction Management, Planning or other related technical field required.

Master’s degree preferred.

Relevant professional licensure and/or certification are strongly preferred. Certifications may include AAAE, LEED, PE, PMP, AICP, etc.

Hardware/Software Knowledge

Proficient in Microsoft Office Suite and Bluebeam.

Familiarity with Project Management Information Systems.

Ability to work in CAD or REVIT is a plus.

Benefits

Salary Range: $185,000–$190,000.
