Summary Work directly with children and youth in a Child and Youth Program (CYP), ensuring they remain actively engaged, well‑cared for, and safe while participating in the program. Daily activities include helping children develop social skills, encouraging healthy choices, building self‑help and school readiness skills, and exploring their surroundings.

Key Responsibilities

Develop and implement schedules and activity plans, incorporating individual needs.

Lead planned and spontaneous program activities while modeling safety, fitness, health, and nutrition.

Prepare and serve appropriate snacks or meals when applicable.

Maintain indoor and outdoor environments by setting up displays, inventorying supplies, and securing equipment.

Promote positive interactions among children, youth, and adults using approved guidance techniques.

Provide continuous care and supervision in compliance with DoD, NAF, and local policies.

Maintain accurate records of child whereabouts and report any signs of illness or abuse.

Interact professionally with employees, parents, and command personnel, providing daily feedback.

Observe and document developmental progression, participate in program evaluation, and assist with compliance activities.

Collect, maintain, and report program participation data, and perform related duties as assigned.

Eligibility Requirements Conditions of Employment:

Must be 18 years of age or older.

Complete required training certificates and maintain certifications required by federal, state, or national accreditation institutions.

Pass all applicable records and background checks, including fingerprint and child‑care specific checks.

Undergo pre‑employment and random drug testing; a positive result will result in removal.

Pass a pre‑employment physical exam and provide immunization records.

Provide proof of education if not already provided.

Social Security Card required; males must be registered or exempt from Selective Service.

Non‑affiliated individuals must present a REAL ID‑compliant driver’s license or acceptable identification from May 7 2025.

Qualifications Applicants should demonstrate experience, skills, and knowledge (KSAs) relevant to the position. Preferred qualifications are listed by level.

Entry Level (CY‑1702‑01)

Effective communication in English, both oral and written.

Ability to follow verbal and written instructions.

Complete all Department of the Navy training requirements.

Foster working relationships with children, youth, and coworkers.

Work cooperatively as a team member.

Intermediate Level (CY‑1702‑01)

All entry‑level competencies plus:

Knowledge of child and youth development principles.

Ability to implement developmentally appropriate practices.

Interpret curriculum or activity plans.

Plan and organize activities.

Six months of experience working with children or youth.

Target Level (CY‑1702‑02)

All entry and intermediate competencies plus:

Knowledge of child and youth development principles for program response.

Skill in implementing developmentally appropriate practices.

Ability to foster effective relationships.

Verbal communication to explain CYP processes.

One year of experience working with children or youth.

Education Must provide a high school diploma, GED, or college transcripts. For higher levels, the following may apply:

DoD standardized training courses.

Child Development Associate (CDA) or Military School‑Age (MSA) credential.

Minimum 2‑year degree in Early Childhood Education, Child Development, Youth Recreation, Physical Education, Elementary or Secondary Education, or related fields.
