Performances a wide variety of light and heavy manual labor, as well as semi-skilled work. Work is usually performed under general supervision; however, constant supervision is not necessary for familiar tasks that can be carried out without difficulty once they are learned. Employee will receive specific work instructions at the beginning of each new assignment in the maintenance and repair of grounds, park ways, and right-of-way and public areas. Overall this is routine labor and some limited semi-skilled manual work performing a variety of maintenance and related work. Reports to the Public Works Operator Foreman.

Stormwater Management Performs routine maintenance and cleaning of stormwater infrastructure to ensure proper drainage and flood prevention. Duties may include clearing and maintaining catch basins, culverts, drainage pipes, and related structures to support system functionality and compliance with applicable environmental regulations.

The duties listed below are the normal duties and responsibilities of this position. The omission of specific statements related to the duties and responsibilities of this position does not exclude them if the work is similar, related or reasonable within the scope of the position.

Sweeps and cleans streets and gutters.

Paints and installs traffic signs, barricades and other traffic control devices.

Digs and refills ditches.

Picks up litter, clears debris and empties trash receptacles.

Collects shopping carts from public rights-of-way.

Plants, waters, rakes and mows grass and plants; trims trees and shrubs; digs stumps; and other landscaping tasks.

Cleans and cares for municipal properties, including painting and minor repairs.

Operates light trucks and small rollers, graders, cement saws, tractors and various landscaping equipment.

Cleans and lubricates equipment and performs minor repairs related to proper maintenance of equipment.

Hand weeds, fertilizes and waters plant beds; may assist in the installation and maintenance of annual plant beds.

Operates gas-operated trimming/edging equipment to trim/edge around trees, signs, landscaped beds, etc.; waters and fertilizes lawn areas.

Operates smaller gas-operated riding lawn mowers and large push mowers to cut grass in parks, medians and other city-maintained areas and facilities as needed.

Trims and prunes trees, shrubs and bushes from ground level by use of hand tools such as hand clippers and pole saws; loads trucks with trimmings and other debris.

Paints over graffiti using either roller or brush, and/or removes graffiti via use of proper cleaning materials.

Maintains and cleans areas using rakes, hoes, shovels, blowers and related tools and equipment.

Operates light trucks and other automotive equipment as needed.

Performs all other duties as required.

Qualifications

High school graduate or GED.

Six (6) months experience performing semi-skilled manual labor work, including the use of hand tools and power tools and the operation of light power equipment, often under unfavorable conditions.

Must possess a valid Florida Driver’s License.

Must possess working knowledge of the use and care of manual tools, power tools and small power equipment.

Must possess working knowledge of cleaning methods and the use and care of cleaning materials and equipment.

Some knowledge and skill in the use of gardening tools and mechanical equipment.

Ability to understand and carry out instructions.

Ability to establish and maintain effective working relationships with other employees and the general public.

Ability to make routine oral reports.

Some knowledge of the practices and procedures used in planting, and repair of public park grounds, parkways, and public areas including care of trees, flowers, hedges, shrubbery, grasses, and other plant and landscape material.

Work involves physical activity including, but not limited to, walking, lifting, climbing, crawling, carrying, bending, kneeling, stooping, reaching, sitting, standing, pushing and pulling sometimes in very confined spaces.

Must be able to perform heavy manual labor for extended periods, often in hot and humid conditions.

Must be able to lift up to 60 pounds.

Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of telephone and personal contact as normally defined by the ability to see, read, talk, sit, stand, hear, use hands to fingers, handle, feel or operate objects, read and write English. Physical capability to effectively use and operate various items of office equipment; such as but not limited to a personal computer, calculator, copier and fax machine. Work is predominately indoors within a usually quiet to moderately noisy environment. May involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight 5 to 20 pounds. May involve extended periods of time at a keyboard of work station.
