Job Title CAPEX Procurement Support

Duration 9+ months

Pay Range $75 to $82 per hour

Work Arrangement Hybrid: three days on-site, two days remote.

Position Overview The Project Procurement Lead is responsible for managing procurement activities for CAPEX projects, ensuring timely and cost-effective sourcing of equipment, materials, and services. This role involves collaboration with global and site procurement teams, project management, engineering, and other business functions. The incumbent will lead the full procurement lifecycle, from planning and sourcing to contract execution, supplier management, and project close-out, ensuring compliance with client’s procurement policies and procedures.

Key Responsibilities

Project and Organization Familiarization: Establish relationships with Global and Site Procurement Representatives and understand roles, responsibilities, and procurement support models for CAPEX projects. Gain comprehensive understanding of ongoing CAPEX projects, identify and prioritize procurement tasks, maintain continuous collaboration with engineering, project management, and other business functions, complete mandatory training on client’s Capital Procurement Process, Procurement Policy, Contracting Policy, and relevant systems (Axxerion, Coupa, invoice/payment management), understand synergies between global category management and capital procurement, acquire knowledge of local site-specific requirements, including EHS regulations.

Preparation of Sourcing Events: Understand equipment and services requirements for the projects, prepare tender documentation, set up sourcing events in Ariba eSourcing for procurements exceeding $100,000.

Procurement Preparation: Review existing contracts, identify potential master service agreements, prepare and secure Confidentiality Disclosure Agreements with suppliers, develop and maintain the long list of eligible suppliers, develop and update Procurement Planning Tables and Tracking Tables.

Execution of Project Procurement Events: Lead and manage all CAPEX procurement activities per the approved Project Procurement Plan, develop and manage bidding documentation, obtain Single Source Justifications in compliance with policy, prepare evaluation matrices and execute competitive selection processes, lead technical and commercial bid evaluations, prepare negotiation strategies, secure approvals for awarding recommendations, execute contracting, manage contract signing, ensure timely approval of purchase requests and confirmation of purchase orders, track and report savings realized from procurement activities.

Closing Contracts: Close contracts with suppliers, ensuring all invoices are settled and contracts finalized, conduct final performance reviews with suppliers and document lessons learned, issue close-out letters to suppliers and transfer equipment, contracts, and guarantees to operational teams, participate in project close-out discussions and confirm all deliverables with stakeholders.

Interaction, Cooperation, and Reporting: Maintain smooth cooperation and information flow with internal and external project stakeholders, collaborate with global category managers to identify synergies and generate cost reductions in large CAPEX programs, provide regular reporting to Project Managers and sponsors.

Key Deliverables

Project Procurement Plan and Tracking Tables updated and maintained.

Tender documents, RFPs, and sourcing events prepared and executed.

Evaluation matrices, bid evaluation reports, and negotiation strategies completed.

Contracts signed, purchase orders approved, and savings accurately reported.

Final close-out documentation and lessons learned completed and handed over to operations teams.

Required Skills & Competencies

Strong knowledge of procurement processes, CAPEX project management, and contract management.

Familiarity with procurement systems (e.g., Axxerion, Coupa, Ariba eSourcing).

Excellent communication and stakeholder management skills.

Ability to lead competitive sourcing events, supplier negotiations, and contract finalization.

Analytical mindset with attention to detail and compliance with corporate policies.
