Accountant IV - Human Services Department Join the City of Phoenix Human Services Department as an Accountant IV, responsible for managing a $60,000,000 operating budget, analyzing grant expenditures, and ensuring compliance with federal, state, and city regulations for programs such as Head Start, TANF, LIHEAP, and CDBG.

About This Position The Human Services Department provides comprehensive services to a diverse population of Phoenix residents. The Accounting IV role includes creating federal, state, and city reports, managing highly regulated grants, and supporting the department’s budget, accounting, and contract administration functions.

Areas Of Responsibility Include

Oversee and manage an annual budget of $60,000,000, ensuring compliance with budgetary guidelines.

Provide accounting and budgetary support for the Education Division, Community Services Division, and the Head Start and DES Grants.

Evaluate grant expenditures and make necessary adjustments as needed.

Review and ensure timely submission of Federal Financial Reports, including quarterly, semi-annual, and annual filings.

Conduct comprehensive analyses of special projects, including forecasting and report preparation.

Respond to information requests from auditors for assigned programs.

Participate in discussions and negotiations with external state agencies and internal departments.

Create, update, and implement fiscal policies and procedures for Head Start and related programs.

Assist in preparing and submitting yearly grant applications, budget modifications, and waivers as necessary.

Attend monthly CORE, HEAF, and Policy Council meetings to provide budget updates and ensure compliance with funding requirements.

Approve monthly cash draws from the Payment Management System and AZDAARS.

Ensure compliance with 45 CFR Part 1303 and 2 CFR Part 200.

Prepare and submit all post-award budget documents to the Office of Head Start and the Arizona Department of Economic Security.

IDEAL CANDIDATE

Possess a working knowledge of accounting theory, Generally Accepted Accounting Principles (GAAP), and practices of municipal finance and personnel management.

Salary Pay Range: $90,916.80 to $127,920.00 annually. Hiring Range: $90,916.80 to $116,022.40 annually.

Minimum Qualifications

Five years of professional accounting experience.

One year in a supervisory capacity.

Bachelor's degree in accounting, business, public administration, or a related degree.

Use of personal or City vehicles on City business requires a valid driver's license and acceptable driving record; unauthorized use is prohibited.

Preferred Qualifications

Five or more years of experience in budget development and preparation.

Financial reporting experience.

Excel experience.

Four or more years of experience reviewing and analyzing budget to actuals reconciliation.

Two or more years of high-level communication/presentation skills.

Experience with SAP/SRM, federal grants, SAP financial management systems, Oracle Unifier, and other related financial construction project management systems.

Construction and capital improvement program experience.

Supervising staff, including hiring, firing, disciplinary issues, coaching, and performance evaluations.
