ABOUT THIS POSITION
The City of Phoenix Human Services Department (HSD) enhances the health, wellness, and quality of life for Phoenix residents by providing a comprehensive array of services to help people meet emergency, short and long-term needs; and to help every individual reach their highest level of self-sufficiency. HSD offers a wide variety of programs for children, adults, and families at numerous locations throughout the city. There are three family services centers that provide emergency assistance and case management services to individuals and families in need.
The Budget Analyst II performs advanced professional fiscal analysis research and reporting in support of the preparation and administration of the City budget. This class is responsible for coordination of the preparation of operating and/or capital budgets. Duties also include using computer skills to prepare and report on budget activity and analysis, creating user fee and billing rates, performing special projects requiring comprehensive analysis, providing periodic training to department staff on procurement and accounts payable responsibilities.
Budget Analyst II's must have ability to communicate effectively with all levels of the organization. Some positions may also require supervisory responsibilities. The Human Services Department has a vacancy in the Management Services Division.
RESPONSIBILITIES INCLUDE:
Preparing the department's Capital Improvement Plan (CIP) budget.
Facilitating the projection review process for the department and submitting it to the budget liaison.
Managing procedures outlined in Budget Report Document (BRD) letters for budget processes, as well as adhering to Budget & Reporting (B&R) deadlines.
Completing position costing for the department and making necessary changes in SHERPA
Assisting with the development oversight and management of the revenue and expenditure budgets.
Assisting with the Inventory of Programs and the Program Budget.
Assisting with monthly budget reports for various divisions.
Assisting in grant tracking and reporting for the Nutrition Program.
Approving purchase requests for assigned divisions; and supervising an Account Clerk III.
IDEAL CANDIDATE
Knowledge of budgetary and financial software and systems.
Ability to create and write reports in Excel.
SALARY
Pay Range: $67,849.60 - $105,248.00 annually.
Hiring Range: $67,849.60 - $90,916.80 annually.
Pay Range Explanation:
Pay range is the entire compensation range for the position classification.
Hiring range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity.

MINIMUM QUALIFICATIONS
Three years of experience in governmental budgetary and finance activities.
Bachelor's degree in finance, accounting, statistics, or related field.
Other combinations of experience and education that meet the minimum requirements may be substituted
Working more than forty hours in a workweek without additional compensation to perform assigned job duties, including weekends, evenings, early morning hours, and holidays will be required.
All finalists for positions are subject to a criminal background check applicable to the department or position.
Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

PREFERRED QUALIFICATIONS
The minimum qualifications listed above, plus:
Experience supervising professional and/or paraprofessional accounting staff.
Experience with review and analysis of budget to actuals reconciliation.
Experience evaluating expenditure estimates and recommending necessary adjustments.
Experience with Microsoft Office programs, specifically Excel.
Sherpa and SAP experience.
