Job Description
The Aging and Disability Services Division (ADSD) within Arlington County Department of Human Services is seeking an experienced Administrative Officer. This leader will manage a division budget exceeding $30 million, provide strategic direction, and oversee operational and financial functions to promote sustainable, high‑quality care for older adults and individuals with disabilities.
Areas of Responsibility
Budget development, operational management, and financial analysis
Compliance and regulatory management across local, state, and federal systems
Oversight of technology and system requirements for the division
Recruitment management
Direct supervision of three staff members (Management and Budget Specialist, Contracts Manager, Accounting Technician II)
Responsibilities
Formulate the budget and oversee financial management, procurement, and compliance processes
Track expenditures and evaluate business processes to maximize revenue
Perform supervisory duties through direct or indirect supervision
Coordinate all contract and grant management and administration to ensure service effectiveness
Maintain and implement policies, procedures, and systems for budget and finance operations
Draft and submit County Board Reports on behalf of the division for funding, personnel appropriations, and policy changes
Write, edit, and present reports and presentations to division and department leadership, other county departments, boards, commissions, and the public
Participate fully in the Division's Senior Leadership Team, providing input on operations, policy needs, human resources, and budget analysis for short‑term and long‑range planning
Facilitate strong partnerships with DHS stakeholders, including agency leadership, direct service staff, and service providers
Ideal Candidate
Professional financial management experience
Systems thinker with innovative ideas, deep financial and programmatic analysis, and forecasting ability
Experience serving as a special project coordinator for recurring and one‑time departmental and county‑wide initiatives
Ability to thrive in a fast‑paced setting with competing demands, fixed deadlines, and a broad scope of responsibility
Initiative, innovation, accuracy, accountability, critical thinking, flexibility, and interpersonal effectiveness committed to public service and advancing racial and social equity
Minimum Qualifications
Bachelor’s degree in Finance, Public/Business Administration, Accounting, or related field
Significant and progressively responsible program administration and/or management experience, including budget development and analysis, fiscal tracking or reconciliation of accounts, and at least one other administrative function such as human resources, procurement, management analysis, program planning, performance measurement, or grants management
Desirable Qualifications
Public sector budget and finance experience with program management and evaluation, information technology, human resources management, and government procurement
Local government program experience involving management of State and Federal funds
Master’s degree in Public/Business Administration
Special Requirements

Pre‑employment criminal records check, driving record, education, professional licensure, credit history, and federal background check; State of Virginia Central Registry check required
Valid motor vehicle operator’s license; permission to obtain driving record
May be required to work evenings, weekends, or holidays; some telework available
