Job Description
This position is responsible for the full operational management of Parking & Transportation services on the USF St. Petersburg campus, ensuring that daily parking, transit, enforcement, and customer service activities run smoothly and safely. In addition to directing day-to-day operations, the Manager contributes to strategic planning, policy development, and long‑term program improvements. The role also serves as a key collaborator and liaison with the USF Tampa Parking & Transportation Services team to ensure alignment, consistency, and continuity across campuses. This position combines hands‑on operational leadership with forward‑looking planning to support a high‑quality, customer‑centered campus experience for students, faculty, staff, and visitors. Responsibilities
Plans, organizes and directs operations and work activities related to parking services & transportation, to include permits, appeals, enforcement, alternative modes and field operations through day‑to‑day contact with subordinate supervisors. Reviews, researches, develops and recommends revisions to university‑wide registration, appeals and enforcement procedures, regulations and programs dealing with parking and transportation. Provides information and consultation to the director on operating costs and budget planning for activities such as parking lot and meter repair and maintenance. Conducts utilization studies of parking spaces and lots by preparing data collection forms, deciding on areas for study, assigning personnel to collect data and analyzing data to determine peak usage and average usage times. Informs University department representatives of parking problems, changes to signs or availability of space. Adjudicates grievances of applicants dissatisfied with appeals determinations and defends determinations before the parking hearing board if necessary. Qualifications
Minimum Qualifications This position requires a Bachelor's degree in Business Administration, Public Administration or related field and two years of progressively responsible supervisory experience; OR, any equivalent combination of experience and/or education from which comparable knowledge, skills and abilities have been achieved. Must possess excellent management skills and have a thorough understanding of University policies and procedures, particularly those related to parking and transportation. Degree Equivalency Clause: Four years of direct experience for a bachelor’s degree. Senate Bill 1310- The Florida Senate (https://www.flsenate.gov/Session/Bill/2023/1310) is conditional upon meeting all employment eligibility requirements in the U.S. SB 1310: Substitution of Work Experience for Postsecondary Education Requirements A public employer may include a postsecondary degree as a baseline requirement only as an alternative to the number of years of direct experience required, not to exceed: (a) Two years of direct experience for an associate degree; (b) Four years of direct experience for a bachelor’s degree; (c) Six years of direct experience for a master’s degree; (d) Seven years of direct experience for a professional degree; or (e) Nine years of direct experience for a doctoral degree Related work experience may not substitute for any required licensure, certification, or registration required for the position of employment as established by the public employer and indicated in the advertised description of the position of employment.
