Job Purpose The Behavioral Health Specialist evaluates medical necessity, appropriateness, and quality of care for members receiving behavioral health services. Responsibilities include conducting clinical record reviews, liaising with providers, and assessing member needs to ensure effective care delivery. The specialist monitors treatment progress, addresses barriers, and identifies necessary services, supporting optimal health outcomes and continuous improvement of behavioral health services aligned with OHCA’s mission.

Principal Activities / Responsibilities

Evaluate medical necessity, care appropriateness, and quality through clinical record analysis and provider communication.

Monitor treatment progress and engagement, assessing ongoing member needs through regular contact with involved parties, linking members to necessary services.

Identify and address barriers to provider participation and member access, offering recommendations for policy improvement.

Cultivate effective relationships within and outside the organization to fulfill responsibilities effectively.

Optimize member care delivery through integrated management of pre‑approvals, quality control, and care coordination activities.

Perform other duties as assigned.

Knowledge, Skills, and Abilities The role requires in‑depth knowledge of clinical and behavioral health practices, state and federal healthcare policies, and program administration. Key skills include evaluating care quality, effective communication with providers, and coordinating services across stakeholders. The position aligns with the

Education and Experience

Valid behavioral health license (LPC, LCSW, or LMFT) in Oklahoma.

Master’s degree in psychology, counseling, human relations, clinical/direct practice social work, or a closely related field, including one semester of at least 300 hours of applied clinical practicum and one year of post‑master’s experience providing professional counseling services.

Preferred Qualifications

Certifications such as CCM, CAS, CPI, or PMP.

Experience with SoonerCare, state or federal government work, integrated healthcare delivery, utilization management, inpatient psychiatric hospital, care coordination, or case management.

Physical Demands and Work Environment Office setting with climate control and moderate noise levels. The job requires speaking, standing, walking, reaching, and extended periods of sitting with daily computer and phone use. Travel associated with the position is required. Presence at the office is an essential function.
