Siting & Routing Project Manager - Environmental Services (Texas)
Burns & McDonnell’s Environmental Services (ENS) Global Practice in Texas is actively seeking a Routing & Siting Project Manager to support electric transmission line routing studies, environmental surveys, NEPA analysis, land use planning and permitting services. Key responsibilities include: Project management, team leadership and mentoring of junior staff. Prepare routing studies and evaluations pursuant to CCN applications for approval by the Texas PUC. Prepare routing studies and evaluations pursuant to regulatory requirements for other applicable state applications. Prepare environmental studies/evaluations, impact analysis, and NEPA documentation for projects serving a variety of markets. Conduct pre‑application meetings with jurisdictions, interact effectively with county and local officials, prepare and submit land use permits, and prepare material for public open houses and public outreach. Work independently and demonstrate high competence in technical report writing related to NEPA compliance and other types of regulatory permitting documents. Work with clients, resource agencies, and environmental and technical staff to prepare environmental documents and related technical studies. Develop, cultivate, and strengthen existing and new client relationships. Other duties as assigned. Qualifications: B.S. or M.S. in Environmental Science or related field from an accredited program. Minimum 7 years related professional experience, including leading and managing technical teams, project management, business development, and balancing direct and indirect utilization rates. Specific demonstrated experience supporting and acquiring CCN certificates for electric transmission line projects. Experience with resources and regulatory agencies in Texas; local and regional knowledge and relationships preferred. Ability to clearly communicate both verbally and written technical information to diverse audiences. Solid time‑management and follow‑through skills; ability to manage multiple tasks with tight deadlines. Strong analytical and problem‑solving skills.
