Underground Utilities Estimator – Heavy Civil, HCSS, KC MO

The Underground Utilities Estimator prepares accurate, competitive estimates for underground utility projects serving commercial and municipal clients in the Kansas City, MO market. Scope includes water, storm, and sanitary sewer systems, with coordination across earthwork and concrete. Role is full-time, on-site at the Kansas City headquarters with occasional regional travel for site walks and pre-bid activities.

Key Responsibilities — Underground Utilities Estimator
Prepare detailed cost estimates and bid proposals for underground utility construction.
Review drawings, specifications, and geotechnical reports; define scope and assumptions.
Perform digital takeoffs and quantity calculations for pipe, structures, and related site work.
Solicit, level, and scope subcontractor and vendor quotes; track addenda and clarifications.
Attend pre-bid meetings and site visits; identify risks and develop mitigation in the bid.
Qualifications — Underground Utilities Estimator
5 years estimating underground utilities or heavy civil; 10 years for senior consideration.
Proficient with HCSS HeavyBid or similar; Bluebeam; MS Office; digital takeoff tools (AgTek, Earthworks, or equivalent).
Skilled in interpreting plans/specs; strong analytical, written, and verbal communication.
Accurate utility and earthwork takeoffs; collaborative working style.
Bachelor’s in Construction Management, Civil Engineering, or related field preferred; valid driver’s license.
Preferred Qualifications — Utility Estimator (Heavy Civil)
Experience leading bid review meetings and scope alignment across utilities, earthwork, and concrete.
Established relationships with regional vendors and subcontractors.
Knowledge of production rates, crew builds, and means/methods for trenching and shoring.
Familiarity with DOT, municipal standards, and traffic control requirements.
Ability to develop alternate bids and value engineering options.
Physical Requirements — Underground Utilities Estimator
Office-based with field/site visits as needed.
Ability to walk uneven terrain and climb in and out of excavations or structures during site reviews.
Lift/carry up to 25 lbs for plan sets or equipment.
Standard schedule: Monday–Friday, 7:00 a.m.–5:00 p.m.
Occasional regional travel within a day’s drive.
