Job Summary

This position is located in the Department of Health (DC Health) within the Health Systems and Preparedness Administration (HSPA), Office of Emergency Preparedness and Resilience (OEPR). The Special Assistant within OEPR actively fosters a culture of diversity, equity, and inclusion within the Department, ensuring that policies and procedures align with these values. Major Duties and Responsibilities

Incumbent serves as the principal liaison between the Executive Official and is responsible for implementing the organization’s strategic priorities, advising the Executive Official on controversial issues and matters having policy and programmatic impacts. Additionally, this position is responsible for establishing long‑ and short‑term program goals and exercises sound judgement in making major program and project priorities and developing and analyzing new programs or modifying existing programs to adapt to the changing landscape of public health emergencies within the District. Oversees and serves as a point of contact for the Hospital Preparedness Program (HPP), Public Health Emergency Preparedness (PHEP) grant funding, and other public health emergency preparedness or response grants as applicable.

Develops, implements, and maintains complex procedures, administrative monitoring practices and controls to maintain smooth and effective operations of programs while coordinating work activities across multiple segments of DC Health and with external partners (other District Agencies, Federal Partners and Community Based Organizations). Assesses day‑to‑day management and administrative problems and issues that arise, based upon identification of issues develops, recommends, and implements policies for corrective actions as necessary to remedy deficiencies. Initiates tactful inquiries on behalf of the Executive Official regarding the disposition, conduct, or resolution of sensitive issues and personal matters regarding confidentiality and an awareness of short‑ and long‑range objectives.

Qualifications and Education

Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Preferred Qualifications: A bachelor's degree in public health, public administration, emergency management, or health-related fields, or a bachelor's degree in public health, public administration, emergency management, or health related fields or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development of planning, strategic development, public policy development, or public health.

Working Conditions / Environment

The incumbent must be able to carry out official duties in a variety of settings and conditions. Routine work will occur primarily in an office setting.

Employees occupying positions designated as Essential are required to: Report to work, and/or remain at work, in order to carry out responsibilities outlined in the “Critical Operations – Essential and Emergency Designations” section shown above. Remain at their duty station, or alternate work location (approved by their supervisor) when a situation or condition arises and results in the declaration or announcement of an early dismissal for non-essential/non-emergency employees. Report to their duty station on time and as required when a situation or condition occurs which results in a declared emergency resulting in a late arrival or unexpected closing of District government offices for non-essential/non-emergency employees. Carry or wear their official District government ID card during the period of the declared emergency. The work is usually performed in an office setting, however in emergency situations extensive fieldwork will be required.

Residency Requirement (if applicable)

If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
