Job Summary
This position is located in the Department of Health (DC Health) within the Health Systems and Preparedness Administration (HSPA), Office of Emergency Preparedness and Resilience (OEPR). The incumbent will serve as the principal liaison between Executive Leadership, OEPR Senior Leadership, internal organizational staff, and external partners and federal officials, leading public health readiness, response, and resilience operations through oversight of targeted organizational strategies, special projects, and operational problem solving.
Major Duties And Responsibilities
Serve as the principal liaison between the Executive Official and other stakeholders, implementing the organization’s strategic priorities and advising the Executive Official on controversial issues and matters having policy and programmatic impacts.
Establish long‑ and short‑term program goals and exercise sound judgment in making major program and project priorities, developing and analyzing new programs or modifying existing ones to adapt to the changing landscape of public health emergencies.
Oversee and act as the point of contact for the Hospital Preparedness Program (HPP), Public Health Emergency Preparedness (PHEP) grant funding, and other public health emergency preparedness or response grants as applicable.
Develop, implement, and maintain complex procedures, administrative monitoring practices, and controls to ensure smooth and effective operations of programs while coordinating work activities across multiple segments of DC Health and with external partners.
Assess day‑to‑day management and administrative problems and issues, recommend and implement corrective policies and actions as necessary.
Initiate tactful inquiries on behalf of the Executive Official regarding the disposition, conduct, or resolution of sensitive issues and personal matters, maintaining confidentiality and awareness of short‑ and long‑range objectives.
Attend meetings with the Executive Official as an aide to provide supporting information, and attend executive staff and operational meetings to keep areas of plans, projects, grants, decisions, and problems up to date.
Qualifications And Education
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, typically in or related to the work of the position. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.
Preferred Qualifications: A bachelor’s degree in public health, public administration, emergency management, or health‑related fields, or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required development of planning, strategic development, public policy development, or public health.
Licenses and Certifications None required.
Working Conditions / Environment The incumbent must be able to carry out official duties in a variety of settings and conditions. Routine work will occur primarily in an office setting.

Employees occupying positions designated as essential are required to:
Report to work, and/or remain at work, in order to carry out responsibilities outlined in the “Critical Operations – Essential and Emergency Designations” section shown above.
Remain at their duty station, or alternate work location (approved by their supervisor) when a situation or condition arises and results in the declaration or announcement of an early dismissal for non‑essential/non‑emergency employees.
Report to their duty station on time and as required when a situation or condition occurs which results in a declared emergency resulting in a late arrival or unexpected closing of District government offices for non‑essential/non‑emergency employees.
Carry or wear their official District government ID card during the period of the declared emergency.
The work is usually performed in an office setting; however in emergency situations extensive fieldwork will be required.
Residency Requirement If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of $150,000 or more, you must establish residency in the District of Columbia within 180 days of the effective date of the appointment and continue to maintain residency in the District of Columbia throughout the duration of the appointment.
