Overview This is a multi‑billion‑dollar ground‑up Design‑Build program by the NYC Department of Design and Construction (DDC) to construct four new correctional buildings across four boroughs. The New York City Borough‑Based Jails (BBJ) Program aims to manage the delivery of four $3‑4 billion high‑rise, design‑build facilities, one each in Brooklyn, The Bronx, Queens, and Manhattan.
This long‑term role is a full‑time, program‑wide position. We are looking for someone who can understand the overall program goals in addition to the specific project requirements and who will ensure those goals are met on each project.
This role is based in Midtown East in Manhattan. You will work with a pool of Subject Matter Experts and Engineering Specialists, providing reviews and expertise on an as‑needed basis to address technical topics requiring program‑level support, and will guide the various agencies and the Design‑Builders.
Responsibilities
Identify and address technical and engineering‑related topics associated with project requirements (site conditions, Design‑Build team issues, and supporting DDC directives).
Assure that the proper resources focus on the topics and manage moving issues toward resolution.
Oversee SME/engineering team responses during the Design Builder implementation of the projects.
Attend SME/technical/engineering‑specific meetings, including asset management, radio, and communications, and be responsible for capturing action items, analyzing requirements, and disseminating information back to the team and the client.
Guide SME/technical/engineering specialists and keep them up to date with changes to the program, including regular team meetings.
Review design comments made on the submittals from the Design Builder and coordinate with SME/engineering specialists.
Follow up with SMEs/engineers on RFI and Submittals responses and review content for compliance with the project requirements.
Experience with technical topics, coordination with engineers, and construction administration.
Crucial Skills Needed Demonstrated leadership in managing diverse teams and stakeholders to drive design and technical topics to resolution, while maintaining focus through effective prioritization and action tracking. Skilled in engaging subject‑matter experts, delegating tasks, managing budgets, and refining inputs for clear communication. Brings a strong client‑focused mindset aligned with program frameworks and contributes as a proactive, can‑do team player in fast‑paced, high‑performing environments.
Required Qualifications
Bachelor’s degree in Engineering and/or Architecture or similar.
12+ years of progressive roles in technical design (architecture and/or engineering), management, and leadership.
Experience in multi‑story/high‑rise projects, New York City agencies, and design‑build projects.
Experience coordinating design‑technical SMEs, including MEP, low voltage, and other specialties.
NYS Professional Engineer License (PE) or Licensed/Registered Architect RA desired but NOT required.
