Overview FLSA: Exempt. This is a high-level professional administrative position responsible to plan, organize, develop and direct the overall operation of the County Health Department. Employee in this class is appointed by the County Administrator. Employee works under minimal supervision and within guidelines established by the Health and Human Services Board, State Department of Health and the County Board in directing the activities and services provided in a County Health Department. Employee exercises considerable amount of independent judgment in decision-making and resolving complex health problems requiring professional insight in a wide range of public health and related services.

Determines priorities for Departmental budget. Assists fiscal team with preparing, monitoring, implementing, tracking, and reporting on the Department's budget. Assures expenditures are within budgetary limits and provides rationale for budgetary changes as necessary. Promotes and maintains various health programs within budget limitations. (1,3,7,8)
Directs the Health Department Leadership Team including bi-weekly planning and communication meetings. Meets regularly with Managers to supervise, coach and advise. Conducts agency staff meetings and other forms of intra- departmental communications necessary to keep all staff informed. (1,2,3,5,7,8)
Plans and coordinates continuing education for the Health Department in alignment with the Workforce Development Plan. (2,3,5,8)
Oversees, leads, participates in, and monitors the planning, development, implementation, and evaluation of the Community Health Assessment, Community Health Improvement Plan, and Strategic Plan. Establishes short and long-term priorities and objectives. (1,2,3,4,5,8)
Oversees accreditation and participates in accreditation reporting and renewal for assigned areas. (1,2,3,5,6,8)
Participates in preparedness efforts including the Department Public Health Emergency Team, Incident Command role, training, exercises, drills, and other preparedness activities on behalf of the department. (2,5,8)
Employee is expected to report to work as called in 24/7 in a public health crisis or emergency and performs public health emergency response duties as assigned and consistent with training provided. (5,7,8)
Analyzes various health problems affecting the public and recommends or takes remedial action. (1,5,6,8)
Works collaboratively with the community, including public committees and boards, to promote and improve the public's health. (1,2,3,4,5,6,7,8)
Engages in innovative initiatives and negotiates use of existing community/Department assets to improve the health of the community. Leverages public health and health care funding mechanisms and procedures to support population health services. (1,2,3,4,5,8)
Represents the Health Department within the community and at regional, state, and national meetings/conferences when appropriate. Speaks at seminars and meetings to provide information to partners and the public on department priorities and issues of public health importance. (3,4,8)
In this public service position, employee is required to be courteous, cooperative and respectful at all times with the public, clients, coworkers and other employees, supervisor, and public officials. (3,5,8)
Employee is expected to report to work when scheduled, with minimum use of sick leave, to build up sick leave balance for income protection for unexpected illness. (1,3,8)
Physical demands: Approximately half of time is spent in office sitting at desk, reading, writing, using clear and concise oral communication, hearing, using computer terminal, judgment and near vision. Sits, stands and bends intermittently throughout the day. A significant amount of time is spent moving about the County Office Building and traveling to other community sites for meetings and presentations.

Training, Experience and Other Requirements Master's degree in public health, public administration, health administration, or a related field from an accredited college or university, plus at least three (3) years of full-time administrative experience in a public health agency or public health work; or
Bachelor’s degree in one of the above fields plus five (5) years of the specified administrative experience (subject to approval by the Wisconsin Department of Health Services).
