In accordance with the Agency’s mission statement, policies and procedures, professional Code of Ethics, State of Michigan licensing, contracts, funding, and COA standards; the Foster Care Supervisor is responsible for overseeing foster care specialists, ensuring quality care for children by managing staff, ensuring compliance, supporting foster care parents, and maintaining high standards for the program.

Tasks

Provides direct supervision and evaluates the performance of assigned staff.

Holds weekly supervision sessions with all assigned staff.

Participates in leadership team meetings to make decisions regarding referrals, client replacements, etc.

Keeps Program Manager well informed of pertinent departmental situations.

Facilitates team meetings weekly.

Maintains a work schedule that provides accessibility that supports the needs of the community-based environment.

Participates in and facilitates continuous quality improvement efforts.

Facilitates training of new staff.

Functions in a supportive and leadership role for foster parents.

Collects weekly and monthly departmental data and statistics as required.

Assigns/monitors case load with Foster Care Specialists.

Works collaboratively with Vista Maria staff and representatives of other agencies providing a high standard of services to the youth in foster care.

Regularly prepares and participates in individual supervision, team meetings, and other agency meetings.

Performs all other duties as required or requested by the agency.

Plans and organizes work to meet all job requirements according to agency and COA standards, licensing rules and funding requirements.

Knowledge, Skills, and Abilities

Knowledge of principles, practices, and techniques of social work, and social service administration.

Skilled in supervisory methods and techniques, including leadership and motivating employees.

Knowledge of MDHHHS and CMS policies related to foster care.

Knowledge of clinical theories, therapeutic interventions, psychotropic medications, clinical assessment skills, and diagnosing.

Skilled in evaluating the effectiveness of administrative and operational programs and in implementing changes to provide for more effective and efficient operations.

Ability to work independently in the field and to use team resources/supervision to enhance performance.

Ability to assess youth mental health symptoms and service needs.

Demonstrated personal integrity and professional demeanor in accordance with the ethics of the agency and profession.

Demonstrated effective verbal and written communication skills to compose and/or edit written materials.

Knowledge of current practice developments within the profession and use of educational and training opportunities to ensure continual professional competence.

Ability to work cooperatively and in collaboration to establish rapport with Vista Maria staff and representatives of other agencies, foster care families, planning family, and schools.

Demonstrated skills in organization, priority/time management, problem solving, and conflict resolution.

Demonstrated ability to interact positively in a culturally diverse environment and to deal effectively with various levels of Vista Maria personnel, outside customers and community groups.

Supervisory Responsibility Directly supervise Foster Care Specialist (BA) and Foster Care Specialist (MA).

Qualifications

Bachelor’s degree in human services, such as counseling, social work, psychology, etc., from an accredited school.

Two years of post-Bachelor’s experience in a supervisory position.

Valid driver’s license without relevant restrictions.

Master’s degree with a major in Clinical Social Work, Psychology, or Counseling with related licensure and/or certification (preferred).

Two years of post-Master’s experience in a clinical position (preferred).

Two years of post-Master’s experience in a supervisory position (preferred).

Prior experience in program supervision and evaluation including clinical case management, quality management activities (preferred).

Familiarity and experience in the Child Welfare field, Foster Care preferred (preferred).

Completion of Child Welfare Institute (CWI) training required by the State of Michigan.

Child and Adolescent Functional Assessment Scale (CAFAS) trained.
