Job Description Under the direction of the Communicable Disease Manager, the HIV/STD Program Manager directs and oversees the regional HIV/STD Program and is responsible for the overall management of daily program operations. This position provides direct supervision to the Public Health Follow Up team, Surveillance team, clinical staff, and additional support personnel to provide primary prevention, public and professional education, and follow-up services. The Program Manager promotes the department’s standards of diagnosis, treatment and epidemiological intervention; reviews and consults with local health department directors and their staff and oversees collection/analysis of STD and HIV data. Responsibilities involve assisting in the establishment of program goals, objectives, and guidelines; ensuring that procedures, policies, rules and regulations are met; assisting in the development of schedules, priorities and standards, and budget requests to achieve program goals; evaluating program activities; and coordinating program activities with Texas Department of State Health Services (DSHS) service contractors, local health departments, private physicians and others. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.

Essential Job Functions MANAGEMENT/SUPERVISION (40%)

– Supervises, prioritizes, and coordinates the activities of HIV/STD Program personnel. Develops job descriptions and performs interviewing and hiring selection processes. Ensure staff is trained to meet performance expectations. Evaluates employee performance. Creates professional development improvement plans for employees as needed. Works with employees to develop additional performance standards as needed. With staff input, develop and implement plans to address identified issues and ensure successful execution. Regularly update senior regional leadership of significant program challenges, success, and responds to requests for comment. Participates on regional committees and teams and models teamwork practices within the program, including the use of Quality Improvement principles and techniques.

DISEASE SURVEILLANCE/REPORTING AND PROGRAM OVERSIGHT (30%)

– Interacts with state, local and regional governmental and non-governmental entities and health care providers using tact and diplomacy to ensure the goals of the HIV/STD Program are met. Analyzes disease data, reports on trends, identifies problems, and formulates plans to utilize local, state, and federal resources to control outbreaks and reduce disease incidence. Prepares and submits semi-annual technical reports and narratives including charts and graphs reflecting disease trends. Utilizes data management systems to monitor program objectives. Ensures program and staff meet or exceed DSHS performance standards. Participates as member of the Region 6/5 South Communicable Disease Team and supports other communicable disease programs in regional disease prevention initiatives as directed.

PLANNING, COMMUNITY DEVELOPMENT AND TECHNICAL ASSISTANCE (20%)

– Assists in regional development and planning for HIV/STD prevention and services. Directs the HIV/STD Regional Program in promoting the mission of DSHS and in following directives and policy changes as they are mandated. Promotes HIV and STD Prevention efforts in region 6/5S through collaborations with local/county health departments, hospitals, health care providers, community-based organizations, and other stakeholders. Represents the HIV/STD Program in Region 6/5 South and acts as a liaison at meetings with regional stakeholders and DSHS HIV/STD Central Office. Provides regional input to HIV/STD Central Office on proposals and policies impacting the region.

FISCAL AND RESOURCE MANAGEMENT (5%)

– Uses initiative to assure program stays within budgetary limits. Oversees preparation of annual budget request. Establishes and directs expenditures, anticipating needs, making projections, monitoring account balances, and making budgetary adjustments so that fiscal resources are maximized. Oversees purchasing processes for meeting programmatic needs including purchasing supplies and equipment, within budgetary allocations. Ensures preparation of expenditures reports.

OTHER DUTIES (5%)

– Completes special projects as assigned. Actively participates and/or serves in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. May be required to work an alternate shift pattern assignment and/or location to respond to public health emergencies.

Knowledge, Skills, and Abilities

Knowledge of all major sexually transmitted infections (STIs), HIV and AIDS, including symptomatology, diagnostic techniques, recommended treatment, and the most current accepted prevention and control strategies.

Knowledge of the principles and practices of the STD control program operations and the methods, process, and techniques used to develop and deliver state, regional, and local public health programs.

Knowledge of federal, state, and local rules and regulations governing the reporting and control of STD’s, HIV, and AIDS.

Knowledge of policies and procedures, relevant laws, and pertinent techniques of management, evaluation, and program monitoring.

Knowledge of medical terms and familiarity with medical records.

Knowledge of, and sensitivity to, the socioeconomic and cultural issues, including prejudices and stereotypes, which influence HIV/STD surveillance and intervention efforts.

Skills in team management, including managing change.

Skills in HIV/STD epidemiology and control.

Skills in clear and effective oral and written communication with a wide range of audiences and forums, including interpersonal, public presentations, and publications.

Skill in the application of administrative and analytical methods and techniques within the framework of local, regional, or state public health organization to achieve program goals.

Skill in the use of word processing (Word), spreadsheet (Excel), electronic mail (Outlook), and presentation (PowerPoint) software as well as public health databases such as NEDSS or Maven.

Ability to apply the concepts of public health practices.

Ability to successfully engage diverse populations of Texans to prevent and control sexually transmitted diseases.

Ability to maintain confidentiality.

Ability to develop training techniques and educational media and to motivate public health personnel in program planning and implementation.

Ability to collect and evaluate facts and use analytical processes to draw meaningful conclusions.

Ability to initiate and complete complex, goal-oriented independent projects and tasks.

Ability to work effectively with teams and communicate with medical professionals.

Registration or Licensure Requirements

Valid Texas Driver's License.

Initial Selection Criteria

Bachelor’s degree from an accredited college or university with coursework in public health, health, sciences, social sciences, or related field required.

Master’s degree from an accredited college or university with major course work in a field relevant to public health preferred.

Experience supervising and providing direct management to public health staff required.

Experience working in the HIV/STD field, or other relevant communicable disease, healthcare, or public health experience required.

Additional Information PLEASE NOTE: The posted salary range is the full range for this position. Agency salary policy, budget and candidate’s qualifications will dictate final salary offer. Typically, salary offers are at or near the midpoint of the range, depending on qualifications or other factors.

Must follow all agency policies, including immunizations. Must provide transportation, driver’s records verified.

Flexibility in work hours may be required by DSHS for this position. Candidates must be able to travel independently and adhere to agency travel policies. Travel required from main work location in Houston across the 16 counties in Public Health Region 6/5S and to other locations, as necessary, in the State of Texas, including the DSHS main campus in Austin. Travel is usually scheduled in advance to allow for advance planning.
