It is responsible for ensuring the health, safety, and well-being of all North Carolinians, providing human service needs for special populations including individuals who are deaf, blind, developmentally disabled, and mentally ill, and helping poor North Carolinians achieve economic independence.**Description of Work**This position serves as the HIV/STD Prevention Contracts Coordinator within the Communicable Disease Branch, responsible for managing and monitoring contracts and agreement addenda for HIV/STD prevention programs. The role ensures compliance with state and federal standards, provides technical assistance to local health departments, community-based organizations, and other partners, and oversees fiscal and programmatic monitoring of funded initiatives. The position coordinates statewide prevention activities, supports grant development, and leads quality assurance efforts to strengthen program effectiveness. Work requires expertise in public health contracting, program planning, and evaluation within the context of HIV/STD prevention. This position operates independently with significant responsibility for ensuring timely and accurate contract submissions and program oversight.
Key Duties Include:
•Monitor subrecipient agencies to ensure compliance with programmatic goals, objectives, and fiscal requirements.
•Ensure all contracts and agreement addenda are written to standard and submitted to the Division’s contracts office by required deadlines.
•Provide technical assistance and capacity-building support to local health departments, community-based organizations, and other funded partners on HIV/STD prevention strategies.
•Oversee program monitors’ contract submissions and deliver training to maintain compliance with state contracting rules and standards.
•Review and analyze program data and reports to evaluate performance and identify areas for improvement.
•Coordinate statewide HIV/STD prevention activities, including quality assurance initiatives and regional consultative services.
•Assist in the development of grant applications, program plans, and operational objectives in collaboration with internal staff and external partners.
•Prepare and submit required documentation, including budget award worksheets, contract approval forms, and progress reports.
•Lead special projects and assignments designated by the Unit Manager or as part of task forces and coalitions.
