Position Overview The incumbent is part of a global public health organization and will support the Florida Department of Health in Monroe County in its mission to protect, promote, and improve the health of all people in Florida through integrated state, county, and community efforts and its vision to be the healthiest state in the Nation. The incumbent will incorporate the agency values of Innovation, Collaboration, Accountability, Responsiveness, and Excellence.

Key Responsibilities

Provide supervisory oversight of subordinate staff, including hiring, training, performance reviews, scheduling, and time‑sheet management.

Conduct inspections, performance appraisals, approve leave, and recommend personnel actions in coordination with the Environmental Manager.

Assist the Environmental Manager in maintaining efficient operations for the Middle and Upper Keys Environmental Health offices and provide supervisory coverage when the Manager is unavailable.

Serve as a liaison with other governmental agencies as directed.

Epidemiology Support Duties:

Receive cross‑training in the Epidemiology Program to serve as a supervisory backup and program support; help coordinate communicable disease investigation operations (including STDs and Hepatitis), support collection, management, and reporting of disease data, assist with disease surveillance, case investigations, outbreak response, and implementation of control measures.

Environmental Public Health Duties:

Provide daily supervision and technical review of staff in food hygiene, beach sampling, biomedical waste, swimming pools, RV parks, group care, tanning, body piercing, tattoo, rabies surveillance, and environmental nuisance control; coordinate work assignments and perform inspections; oversee training and professional development; direct permitting and compliance for facilities; ensure program quality assurance for aerobic treatment units; coordinate interagency liaison activities; manage Onsite Sewage Treatment and Disposal Systems (OSTDS) program; contribute to public health preparedness and emergency response activities.

Perform other duties as assigned by the Environmental Manager.

Required Knowledge, Skills, and Abilities

Knowledge of epidemiologic principles and practices related to public health surveillance, case investigation, outbreak investigation, and disease control.

Knowledge of microbiology sufficient to work with public health and clinical laboratories.

Knowledge of statistical analysis software for data analysis.

Knowledge of Microsoft Office (Excel, Word).

Knowledge of human anatomy and physiology; community resources; management principles and techniques; terminology, principles, and analytical techniques of the physical or natural sciences.

Skill in communicating effectively verbally and in writing.

Ability to establish and maintain effective working relationships with others.

Ability to collect samples or specimens as required and to perform inspections in environmental programs.

Ability to manage an environmental program and supervise staff; determine work priorities; plan and prioritize multiple assignments.

Ability to communicate clearly and concisely in writing and orally to diverse audiences.

Ability to assess budgetary needs; formulate policies and procedures; prepare technical reports; collect, evaluate, analyze, and interpret scientific or technical data.

Ability to work independently.

Qualifications

Attain required certifications within 6 months of hire.

Hold licensure for performing environmental health and sanitary evaluations in Florida (certification in accordance with Section 381.0101, Florida Statutes).

Maintain current certification in OSTDs and food safety inspections.

Complete a Bachelor’s degree from an accredited college or university with a major in the physical sciences, environmental health, or engineering.

Valid Florida Driver’s License and access to private transportation.

Emergency Duty:

Work before, during, or beyond normal hours in the event of an emergency, including special needs or Red Cross shelters.
