ITS provides operational support to state agencies on a 24x7x365 basis, with a critical need for continual service availability. In this role, under the direction of the Associate Accountant, SG-23, the Senior Accountant, SG-18, will be assigned to the Accounts Receivable/Billing Unit within the ITS Finance Office.
Pay Range Base pay range: $53,764.00/yr - $85,138.00/yr. Additional downstate adjustment can apply for NYC and Mid-Hudson locations.
Responsibilities
Enter ITS invoices, credits, and adjustments into the SFS billing module.
Use appropriate chart of accounts revenue coding to bill ITS services and receive revenue accurately.
Produce and monitor monthly/quarterly billings to customers and cash receipts related to billings.
Prepare a series of financial management reports from various systems such as SFS, SFS Analytics, ITS Billing Summary, Pinnacle Telecom Reporting systems, and other financial, budget, and billing databases.
Assist with the annual cost allocation, rate development, rate reconciliation, and federal rate approval process for telecom, premium software services, and other billed services.
Review and process service utilization and customer bills, work with customers regarding billing questions, maintain and track status of LOIs and outstanding invoices, and assist with collections.
Respond to billing, invoice and supporting documentation for telecom and premium software rate related questions from internal and external stakeholders.
Perform ancillary duties as necessary.
Qualifications
Must be reachable on the appropriate Civil Service eligible list.
Current NYS employee with permanent or contingent‑permanent competitive status as a Senior Accountant, G18 OR one year or more of permanent or contingent‑permanent competitive service at or above G18 and eligible to transfer to Senior Accountant, G18 under Section 70.1 of the Civil Service Law.
Or current NYS employee with one year or more of permanent or contingent‑permanent competitive service in an accounting, auditing or fiscal traineeship at the G14 or G16 level and eligible to transfer to an Accountant Traineeship under Section 70.1 of the Civil Service Law.
Part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS) may be filled via a non‑competitive appointment.
Minimum Qualification Substitution A master’s degree in accounting, auditing, or taxation and one year of professional experience in accounting/auditing or financial internal or field auditing, or a currently valid Certified Public Accountant license and registration issued by New York State.
Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation of authorization to work in the United States on a permanent basis. ITS does not hire F1 or H1 visa holders for permanent employment or sponsor non‑immigrant aliens for temporary work authorization visas or permanent residence. Some positions may require fingerprinting, up to 25% travel, and lifting up to 50 lbs. Some positions are pending Civil Service approval; details will be provided if selected for an interview.
