Custodial Services Assistant Manager – Frederick County Government
Full‑time, non‑exempt, 40‑hour work week Monday through Friday, 10:00 a.m. – 6:30 p.m. with flexibility to adjust schedule as needed. Full benefits package available.
The Office of Custodial Services, part of the Department of Facility Services in the Frederick County Division of Parks & Recreation, is committed to maintaining a clean, safe, and sanitary environment for all county facilities. In‑house custodial staff are required to complete extensive personal background checks before assignment to high‑security locations.
Position Overview The Custodial Services Assistant Manager coordinates and oversees custodial operations, making operational decisions and ensuring high‑quality service to stakeholders. The role reports to the Facility Services Manager and supervises the Custodial Supervisor.
Total Compensation Package
11 days vacation with increase after 2 years
15 days sick leave with unlimited annual carryover
11 paid holidays plus 2 floating holidays

Essential Duties And Job Responsibilities
Oversee custodial services operations; assign and coordinate duties for in‑house staff and contractors.
Provide support and guidance to the Custodial Supervisor.
Implement a Quality Assurance Program (QAP) to maintain standards and correct deficiencies.
Recommend and implement improvements in training, policies, equipment, and regulatory compliance.
Communicate procedures through daily briefings, email, and memorandums.
Respond to emergency incidents; operate county vehicles as required.
Identify hazardous conditions and take corrective action.
Assist in preparing the annual operating budget and monitor expenditures.
Purchase supplies and equipment, manage inventory and bid processes.
Ensure staff maintain required certifications.
Maintain detailed cleaning and window‑cleaning programs.
Manage the office’s website and marketing communications.
Represent the office at meetings, conferences, and the Emergency Operations Center.
Perform other duties as required.
Qualifications And Requirements
High school graduation or equivalent.
Minimum 5 years of experience in parks and recreation operations, facility coordination, custodial services, or program support, including at least 2 years of supervisory or management experience.
Valid automobile operator’s license.
Current First Aid, CPR, and AED certifications (or ability to obtain within 6 months).
Knowledge, Skills, and Abilities
Maintain County‑Authorized Driver privileges.
Use computerized scheduling and e‑mail systems effectively.
Complete Blood Borne Pathogens training and other scheduled training.
Plan, assign, follow up, and evaluate work of others.
Know proper custodial equipment, cleaning agents, sanitizing chemicals, and protective gear.
Operate high‑speed buffers, standard buffers, vacuums, carpet extractors, and related equipment.
Understand and follow written and spoken (English) instructions.
Organize work, set priorities, and complete duties with minimal supervision.
Develop and maintain professional relationships with coworkers and the public.
Preference May Be Given For
College degree in a related field.
Experience leading custodial teams.
Experience with custodial tracking software such as Spartan Compuclean.
Physical Requirements / Working Conditions
Constant walking, driving, sitting, stooping, kneeling, crouching, lifting up to 50 lb, occasional climbing and pulling up to 40 lb.
Indoor and outdoor work with exposure to chemicals, fumes, temperatures above 100 °F and below 32 °F, dust, infectious disease risk, uneven ground, confined spaces, heights, noise, and machinery.
Additional Information / Examination Process
Ability to work nights, weekends, and holidays as scheduled.
Availability for on‑call emergency situations.
Participation in a minimum of three mandatory Parks and Recreation events.
High‑security facility background investigation required per county policy.
Examination Process (may Include)
Evaluation of training and experience.
One or more interviews.
Pre‑employment background investigation by the county sheriff’s office.
Pre‑employment physical examination.
