Deputy PULSE Facility Engineering Manager Annual Salary Range: $126,984 – $203,174 per year, based on skills and experience.

Job Description Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Our MISSION is to help ensure the security of the United States and its allies by providing high‑hazard experimentation and incident response capabilities through operations, engineering, education, field, and integration services and by acting as environmental stewards to the Site's Cold War legacy. Responsibilities Oversee technical support for the PULSE Facility Engineering group, ensuring system reliability and operability that supports the Stockpile Experimentation and Operations (SEO) directorate mission.

Key Responsibilities

Act for the PULSE Facility Engineering Manager in their absence;

Represent the Manager at meetings on behalf of the Manager;

Provide direction to PULSE Facility engineering staff;

Mentor engineering staff;

Coordinate technical issues within the PULSE Facility Engineering group, Design Engineering, Nuclear Assurance, Facility Maintenance, and Facility Operations;

Assist staff with planning, coordinating, and preparing designs, procurement documents, specifications, reports, analysis requests, and work packages requiring change requests;

Coordinate engineering aspects for projects through initiation, planning, execution, monitoring, controlling, turnover, and acceptance;

Assist with development, tracking, and closeout of change control documents;

Manage schedule, scope, design requirements, and deliverables for PULSE Facility Engineering requests, including design engineering, report development, analysis, calculations, troubleshooting, asset management, and configuration management;

Manage engineering support for projects or stakeholders, defining, planning, monitoring, controlling, and turning over projects or deliverables, ensuring compliance with schedule, cost, risk, and quality constraints, maintaining stakeholder satisfaction, managing communication, and ensuring management is aware of scope changes;

Devise integrated solutions to technical problems of broad scope, ensuring comprehensive technical and business considerations with cross‑disciplinary aspects;

Ensure deliverables comply with laws, codes, orders, and MSTS policies and procedures;

Participate in project development by defining customer needs, developing proposals, and planning projects, supporting IPT throughout the project lifecycle;

Support the In‑service Inspection and Technical Surveillance Requirement execution at the PULSE Facility;

Manage small projects ( Report safety or security infractions by subcontractors while work is being performed;

Review and approve invoices to ensure compliance with subcontract requirements;

Document, report, and resolve any issues or nonconformances with technical requirements prior to subcontract closeout.

Qualifications

Bachelor's degree or equivalent training and experience, plus a minimum of 11 years of related and progressively responsible experience;

Proficient knowledge of the profession to be supervised;

Working knowledge of DOE O 420.1C, DOE O 433.1B, DOE STD 1189, DOE O 426.2, and DOE STD 3009;

Experience with requirements‑based systems for nuclear facility construction and maintenance of nuclear facilities;

Experience in workload distribution and execution of work;

Effective interaction with project functional groups, Design Engineering, Construction, Project Management, and other services;

Excellent interpersonal skills and ability to interact tactfully, professionally, and confidentially;

Ability to cope with conflicting deadlines, heavy workloads, and constant interruptions;

Demonstrated leadership qualities emphasizing continuous improvement and team building;

Knowledge of nuclear safety basis, technical vocabularies, and terminology common to the assignment;

Self‑sufficient work with minimal supervision and general direction;

Rapid learning, detail orientation, and teamwork capability;

Proficiency in standard office software (Word, Excel, PowerPoint);

Business‑level English proficiency;

Primary work location: Nevada National Security Sites (65 miles northwest of Las Vegas, Nevada);

Work schedule: 4/10s, Monday through Thursday (subject to change);

Pre‑placement physical examination, including drug screen, required (MSTS has a substance‑abuse policy with random drug testing);

Valid driver’s license.

Drug and Background Screening MSTS is required by DOE directive to conduct a pre‑employment drug test and background review, including checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment are also subject to federal background investigation for access to classified information, as required by DOE security clearance. Substance abuse, illegal drug use, falsification of information, criminal activity, serious misconduct, or other indicators of untrustworthiness may result in denial or termination of clearance and employment. Applicants must be able to obtain and maintain a DOE Q‑level clearance, requiring U.S. citizenship and at least 18 years of age. If a candidate holds more than one citizenship, clearance eligibility may be impacted.

Department of Energy Q Clearance Position will be cleared to DOE Q level. Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 will be conducted. Applicant selected will be subject to a federal background investigation, required to participate in subsequent reinvestigations, and must meet eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence‑scope polygraph examination, may also be required.
