Construction and Development Project Manager I

Central Health’s primary responsibility is to build and maintain a network of health care providers for Medical Access Program members and residents with low income and no health insurance. We partner with clinics, hospitals, and health organizations, ensuring Medical Access Program members have access to a robust set of benefits, including primary care, specialty care, behavioral health, and dental care at 175 locations. Central Health recently began direct care for our patient population in specific areas and looks to expand this care provision at new and renovated clinic sites throughout Travis County.
This position is considered Hybrid, which means that individuals in this position may work both at an approved Offsite location and Onsite at a primary location or multiple locations based on Business Needs.
Essential Duties
Initiate proposed projects, develop project plans, goals, scope, schedule, contract documents, specifications, deliverables, budget, etc.
Manage client stakeholders, team members, or contract personnel to develop solutions and establish project timelines.
Manage all aspects of the construction process: project initiation, scope definition, consultant selection, contract issuance, budget development, bidding, project acceptance, general contractor selection, constructability reviews, schedules, construction administration and financial & progress reports.
Develop, monitor, analyze, report, and revise the project schedule; ensure adherence to schedule; coordinate scope revisions.
Consult with registered architects and professional engineers to ensure conformity with goals, stakeholder needs, schedules, budgets, safety protocols, and applicable building codes (TJC, CMS, TSHS, ADA).
Ensure safety measures and infection control protocols are followed for all construction, remodeling/renovation, or medical equipment installation projects.
Develop a capital budget using Central Health budget module, produce financial cash flow models, and monitor project budget.
Manage selection, contract, coordination, and delivery of Central Health vendors providing medical equipment, furniture, and all other FF&E.
Negotiate contracts with consultants and vendors. Communicate and resolve issues associated with projects.
Develop and publish monthly project status reports.
Other related duties may be assigned.
Knowledge / Skills / Abilities Knowledge of
Project accounting and principles, standards, and practices of project management.
Laws, rules, regulations, and codes associated with project assignments.
Budget and contract policies and principles.
Industry standard design and construction project delivery models.
Industry standard Architectural and Engineering practices.
Skill in
Proficiency in all aspects of process development and execution.
Adapting, interpreting, and applying guidelines and standards.
Establishing and maintaining positive relationships with internal and external customers.
Using available software packages.
Evaluating contract agreements.
Interpreting legal descriptions of leases, real estate, easements, and similar properties.
Negotiating with stakeholders to accomplish objectives.
Written and oral communication, including public presentations.
Completing projects within required scheduling and making prompt decisions.
Ability to
Accommodate evolving responsibilities and last‑minute changes.
Exercise good judgment, tact, and diplomacy in all public dealings.
Work both independently and in a team‑oriented, collaborative environment.
Communicate in oral or written format to a variety of audiences.
Provide quality product and customer service with limited supervision.

Excellent organizational skills with demonstrated ability to execute projects on time and on budget.
Demonstrated experience in leading and managing complex strategic projects.
Demonstrated ability to establish and maintain effective relationships and partnerships with key stakeholders.

Working Environment
Exposed to office environment, non-hazardous working conditions.
Requires visits to prospective project sites.
Requires site visits to working jobsites requiring PPE.
Minimum Education
Bachelor’s Degree in architecture, engineering, construction sciences; or business management or related field required; OR
High School diploma or GED and seven (7) years of relevant experience.
Preferred Education
Graduate degree in related field.
Minimum Experience
Two (2) years of experience in complex, cross‑functional/cross‑organizational project management.
Two (2) years of experience developing project plans, assessing and allocating resources, tracking progress, monitoring project budgets, assessing and mitigating risk, and preparing project reports/documents throughout the project life cycle.
Preferred Experience
Five or more years of experience managing construction projects in the healthcare industry.
Preferred Certifications / Licensure
Certified Associate in Project Management (CAPM).
Project Management Professional (PMP) certification.
