Purpose of Position To ensure that ARRC bridges, docks, tunnels, ramps, culverts and related structures are designed, constructed, inspected, and maintained in accordance with FRA, AREMA, and ARRC standards, regulatory agency requirements, and applicable building codes.

Duties and Responsibilities

Manages ARRC bridge construction and maintenance work. Provides input regarding maintenance and improvement requirements by evaluating current and future usage. Supports development of annual and capital budgets for approval. Helps identify and prioritize projects and organizes work programs that fit within available funding. Administers ARRC policies and procedures. Coordinates recruitment and training programs and develops personnel bids. Implements ARRC safety, health and environmental policies and programs and monitors compliance/progress.

Supervises ARRC and contract forces during construction, modification, maintenance, and repair activities. Determines appropriate work methods and procedures. Responsible for safe and efficient completion of projects within established schedules and budgets. Directs work to minimize costs, interface with other facility users, and to ensure safe and timely completion. Directs employees in the safe and efficient discharge of duties (foremen, welders, carpenters, bridgeworkers, equipment operators, helpers, laborers, etc).

Inspects ARRC bridges, docks, tunnels, culverts and related facilities. Provides general supervision of subordinate ARRC inspectors. Coordinates third party inspection of bridges, culverts and structures when appropriate. Ensures the maintenance of plan, inspection, and work report files.

Coordinates and ensures the procurement of all necessary regulatory permits for department activities. Permitting agencies include Corps of Engineers, U.S. Coast Guard, Alaska Department of Fish and Game, and local authorities. Ensures compliance with federal, state, and local codes and regulations.

Procure and manage contractors; ensure work is integrated into ongoing ARRC operations.

Provides relief coverage for coworkers during periods of absence.

Contributes to team effort by performing other duties as assigned.

May be required to participate in Incident Command exercises and activities.

Factor 1: Technical and Operational Knowledge Has technical competence in the supervision of the construction, modification, maintenance, and repair of railroad bridges and similar infrastructure, ensuring conformance with plans, specifications, and applicable instructions. Has technical competence to authorize or restrict the operation of railroad traffic over a bridge according to its immediate condition or state of repair. Has a working knowledge of industry standard safety and quality control procedures as well as an understanding of construction scheduling, budgeting, planning, and inventory management and administration. Is conversant with applicable FRA and OSHA regulations and possesses relevant computer skills to include good working knowledge of word processing and spreadsheet applications.

Factor 2: Analytical Skills and Impact Has strong leadership skills and working knowledge of construction and maintenance supervisory principles and practices. Recognizes and proposes alternative solutions to new and technical problems; interfaces with ARRC employees, vendors, contractors, and equipment manufacturers to determine the best solution.

Allocates manpower, equipment, materials, and financial assets to achieve construction and maintenance goals most effectively. Ability to direct a comprehensive program of construction and maintenance by coordinating the work activities in multiple work locations.

Ensures quality of work and timely completion. Ability to understand and apply FRA, AREMA, and ARRC standards, regulatory agency requirements and applicable codes.

Factor 3: Supervision and Control Supervises a staff consisting of approximately twenty five represented employees. Employees supervised include: foremen, work leaders, carpenters, welders, equipment operators, bridgeworkers, helpers, and laborers.

Directs project work, and resolves personnel and safety issues. Work is evaluated by Director, MOW Capital Programs based on overall results.

Factor 4: Communication Contacts are with supervisor, subordinate staff, department managers and supervisors, utility providers, contractors, vendors, regulatory agencies, consultants, the public, and other railroads. Contacts are for the purpose of budget and program development, maintaining safety and efficiency, supervision of construction and maintenance activities, determining and implementing personnel actions, implementation of training/recruitment programs, etc., Incumbent must use tact and diplomacy and develop excellent relationships with contractors and vendors. Must possess ability to communicate effectively, both written and verbally.

Factor 5: Working Conditions 30% office environment, 70% other locations to include outdoor field locations system wide including, but not limited to docks, bridges, and culverts). May be subjected to adverse weather conditions as well as working conditions including noise, dust, grease, and moving cars and machinery. Must be able to climb and crawl to inspect work and facilities. Must practice safe work procedures to avoid injury from falls, water, electricity, machinery, high pressure steam, confined spaces, etc.

Education Requirements High School Diploma or GED equivalent is required.

Work Experience Six years of progressively responsible experience in railroad structure maintenance and/or construction is required, including a minimum of two years of experience in supervising or directing the work of others engaged in railroad structure maintenance.

Certification / License Requirements Must have a valid driver’s license. Must have, or be able to obtain, an ARRC track car operator’s license.

Preferred Qualifications Bachelor of Science degree in Engineering, Construction Management or a related field is preferred.
