Real Estate Technician (ARRC ARW Employees Only - Alaska Railroad)

Please note that for the first six calendar days of this posting, it is only open to ARW represented employees. Duties and Responsibilities
Issues general permits and contract supplements for use of ARRC property. Serves as primary point of contact for Dock Use Permits, Boat Storage and Vendor Permits. Receives, reviews, and analyzes permit applications for use of ARRC dock facilities to determine appropriate process and permit document to authorize use. Prepares and issues permit documents. Ensures appropriate insurance is provided. Enters contracts in Real Estate Management Database System (System). Determines applicable permit fee based on authorized use. Administers contracts throughout permit term to assure compliance with contract provisions. Prepares invoices for permits issued based on appropriate schedule or tariff. Monitors Accounts Receivable to ensure payments are made as required. Contacts Permittee as needed for non‑compliance issues or collections. Tracks required insurance, updates database, runs expired insurance report. Prepares and sends follow‑up letter to tenants requesting updated insurance certificates as needed.
Issues invoices for docking and wharfage for the Seward cruise and freight docks. Maintains an invoice log and backup documentation for audit purposes.
Performs administrative duties for office personnel, including sorting and distributing mail, responding to callers and visitors, providing assistance and/or routing to appropriate personnel, coordinating meetings, coordinating travel arrangements, assisting with special projects, assisting in development of marketing brochures, tenant notices, and customizing invitations, forms and handouts. Prepares expense reports, AFEs, and check requests, enters requisitions and BPOs into the purchasing system, codes invoices with appropriate center/GL code, files invoices, and tracks expenses by project.
Responsible for maintaining Real Estate contract files. Maintains accurate and complete files of ARRC permits and leases in addition to real estate subject, project, and environmental files. Maintains reference library of reports and studies. Maintains record of files transferred to offsite storage and tracks files retrieved and returned to storage. Acts as file management resource for the Real Estate staff.
Writes a variety of letters to customers, including collection letters when accounts become delinquent, contract compliance issues, customer complaints, and requests for information. Researches information as required to respond to queries using the Real Estate Database Management System, contract file, or contacting other departments.
Provides budget support including expense detail. Prepares spreadsheet for cruise and freight dock billings to track revenue and provide a year‑to‑year comparison of dock revenue, by customer.
Coordinates activities associated with Ship Creek parking lots. Works directly with a parking management service to set up and maintain lots each summer. Coordinates with Passenger Services Department regarding Depot parking lot. Responds to customer complaints regarding parking lots. Coordinates with service contractor as needed to resolve complaints if appropriate. Makes site inspections as needed throughout the summer. Reviews and tracks expenses and revenue for the parking lots.
Provides on an as‑needed basis support to the Leasing Manager. Sets up new lease files as needed. Tracks required documentation, including lease application, credit application, and environmental information. Prepares public notice for newspaper and ARRC website. Prepares draft documents (e.g., new leases, supplements, assignments) for review by Leasing Manager and the ARRC Legal Department. Finalizes lease documents for execution. Enters lease and billing information in the System. Sends documents to be recorded in the appropriate recording district. Runs a report of leases for scheduled rent adjustments. Works with the Leasing Manager to request bids for scheduled appraisals. Prepares notification letters to tenants for scheduled appraisals, and drafts rent adjustment letters. Updates the billing information in the System.
Works with Security on trespass issues related to Boat Storage, parking lots, and ice climbing permits.
Maintains supply inventory by ordering and purchasing supplies for the department. Updates Department Bulletin Board. Ensures operation of equipment by completing preventive maintenance requirements and calls for repairs when necessary.
Contributes to team effort by accomplishing related duties as needed.
Qualifications
Education : High school diploma or GED equivalent required. Two years of college-level coursework preferred.
Experience : Two years of general office experience involving lease and/or permit administration, contract administration, invoicing, and maintaining a contract database.
Technical Skills : Knowledge of Real Estate terminology, practices and procedures; proficiency with Microsoft Office (Word, Excel with formulas, pivot tables) and database retrieval; ability to run reports from the Real Estate Management Database System; understanding of ARRC accounting codes and accounts receivable procedures.
Other Skills : Ability to research and organize information into concise reports; strong written and oral communication; tact and courtesy when dealing with employees and customers; ability to work independently and meet deadlines.
Additional Requirements : Valid driver’s license.
