Responsibilities

Monitor the State’s Breath‑Alcohol Instrument Training program, oversee curriculum preparation, and supervise training staff (Ignition Interlock Device Coordinator, Breath Lab Coordinator).

Ensure compliance with grant authority, MSC, University, and POST program guidelines, and produce monthly, quarterly, and annual training reports with approval of the Assistant Director.

Oversee Program Management for Type II and Type III Training, including grant preparation, submission, and continuing funding.

Direct the statewide Ignition Interlock Device monitoring program, supervise full‑time and consulting staff, and advance training levels for law enforcement personnel.

Conceptualize, develop, and conduct impaired‑driving countermeasures training and educational awareness programs.

Manage inventory and maintenance of all state‑owned breath‑alcohol instruments (over 400 units).

Serve as subject‑matter expert on alcohol impairment, providing public service, expert testimony, and university training.

Qualifications

Bachelor’s degree in Criminal Justice, Safety, Chemistry, or a closely related field (equivalents available).

Three (3) years of safety‑related occupation experience, including instruction, training, or program administration.

Three (3) years of law‑enforcement experience, including DWI arrests.

Two (2) years of supervisory experience.

Two (2) years of grant writing and data management experience.

Demonstrated breath‑alcohol instrument operation and maintenance experience.

Required: MO DHSS Type‑II Instrument Supervisor permit within first 6 months.

Required: Certified in Indiana University Borkenstein Alcohol and Highway Safety course within one year.

Required: Standard Field Sobriety Testing (SFST) Practitioner certification.

Required: Instructor development training certification within one year.

Preferred: Manufacturer certification to repair and maintain MO DHSS instruments.

Preferred: SFST Instructor certification within one year.

Preferred: Drug Recognition Expert (DRE) certification.

Supervisory and Budget Responsibilities

Regular full‑time employees: 2; temporary/seasonal employees: 5.

Monitor budget: 20%; sign‑off authority: $1,000.

Physical/Environmental Factors

Exposure to fumes/chemicals.

Lifting (weight): up to 80 lbs.
