Summary Statement A class incumbent performs social service administration work overseeing the functional and administrative operations and implementation of statewide social service programs and/or special projects. The incumbent assists.one of the Director or Deputy Director in policy interpretation, regulation compliance, budget preparation, legislation drafting, media information, and representing the division on statewide task forces and committees.
Preferred Qualifications
Completed a state‑approved continuous improvement training program or professional certification such as Lean Six Sigma.
Essential Functions
Provides interpretation, implementation and communication of state and federal regulations to statewide, regional and administrative staff.
Develops and coordinates budget proposals for the division’s operating budget.
Recommends needed policy and procedure revisions to meet program objectives andfs client needs.
Supervises, reviews, evaluates, and prioritizes staff work and makes recommendations on hiring and disciplinary action.
Monitors hearings and grievances to ensure complaints are processed according to time‑standards and policy.
Maintains/negotiates contractual agreements and develops proposal requests to implement state and federal regulations or provide program services.
Monitors program effectiveness through federal/state reviews, statistical reports, and develops corrective action.
Assesses current operations for computerization and develops maintenance requests for programmers.
Chairs statewide committees, task forces, arranges meetings, coordinates inter‑divisional projects, develops press releases, provides media information and prepares analytical and statistical reports.
Job Requirements
Three years of experience in health or human services work, applying theories, principles, laws and practices of health or human services programs that assist individuals, families, or communities.
Three years of experience in developing policies and procedures.
Six months of experience in health or human services program administration, including program development, implementation and evaluation.
Six months of experience in budget management and control.
Six months of experience in staff supervision, planning, assigning, reviewing and evaluating the work of others.
