Job Overview Under the general administrative direction of the City Manager, this role assists in planning, directing, managing, and reviewing the daily activities and operations of the City; coordinates assigned activities with City departments and outside agencies; provides highly responsible and complex administrative and technical support to the City Manager and City pitchers.

Key Responsibilities

Assist in developing, planning, and implementing administrative policies, goals, and objectives for the City.

Assist the City Manager in planning, organizing, and directing the operations, services, and activities of City departments and programs.

Implement directives and policies from the City Manager; meet and coordinate with Department Heads and Managers to direct programs and projects; assign projects and programmatic areas.

Ensure successful completion of operations, services, programs and projects; continuously monitor and evaluate efficiency and effectiveness of City-wide service delivery methods and procedures; assess and monitor administrative and support systems; identify opportunities due to improvement; direct implementation of changes.

Provide complex administrative and technical support to the City Manager regarding economic and development services.

Assist in developing, coordinating, administering, and monitoring the City budget; forecast additional funds; review and control programs and projects to ensure cost effectiveness.

Meet and confer with citizens; explain and interpret City operations, programs, policies, and activities; respond to City Council member and citizen requests and complaints; negotiate and resolve sensitive, significant and controversial issues.

Serve as management representative in negotiating contracts and agreements with employee representatives.

Participate on a variety of committees and commissions; prepare and approve material and agenda items for formal and informal meetings.Attend and participate in professional group meetings; stay abreast of new trends and innovations in municipal government.

Serve as acting City Manager as required.

Education and Experience Bachelor's degree from an accredited college or university with major coursework in business administration, public administration, urban planning, or a related field. A Master’s degree is highly desirable.

Required Experience Six years of increasingly responsible administrative experience in municipal government, including three years of management responsibility.

Required Licenses or Certifications

Valid California Class C Driver’s License.

Organization and management practices applied to the analysis“I evaluation of projects, programs, policies, procedures, and operational needs.

Principles and practices utilized in municipal government operations, including administration, municipal finance, bonds, personnel, California Midwest law, public relations issues, laws, ordinances, regulations, planning principles, and supervision.

Complex principles and practices of City-wide program development and administration.

Advanced municipal budget preparation and administration; supervision, training, performance evaluation; relevant federal, state, and local laws, codes, regulations.

Methods for writing, presentations, contract negotiations, business correspondence, and information distribution; research and reporting methods.

Techniques for representing the City in contacts with government agencies, community groups, business, professional, educational, regulatory, and legislative organizations.

Land use, development, legislation, economic development, community service, and related services.

Required Skills

Provide administrative and professional leadership and direction for the City.

Plan, organize, direct, and coordinate the work of management, supervisory, professional, technical, and administrative support personnel; delegate authority and responsibility.

Select, supervise, train and evaluate staff.

Physical Demands / Work Environment

Must be physically capable of operating a motor vehicle safely and have an acceptable driving history.

Ability to work in a standard office environment.
