DSHS ESA Virtual Case Management Center Administrator
We are seeking a confident, collaborative, and culturally humble leader with strong management experience to support the Community Services Division (CSD) within Economic Services Administration (ESA). In this role you will use innovative problem‑solving, cultivate a diverse team, and oversee the delivery of approximately $5.6 billion of critical public assistance programs, ensuring compliance with agency policies, federal regulations, and state law.
Responsibilities
Plan, lead, prioritize, organize and direct the activities and performance of the VCMC team staff.
Manage delivery of public assistance programs and be accountable for program results.
Provide leadership for new initiatives and create major operational changes that enhance CSD’s ability to serve the public while preserving fiscal integrity.
Effectively communicate with the public, staff, agency hierarchy, legislature, media, and all internal and external partners.
Exercise fiscal management authority for budget development and expenditures, including staffing (FTEs) and direct client benefit outlays.
Required Education, Knowledge, and Experience
Bachelor’s degree in social work, health or social science, public administration, or related field AND at least 5 years of managerial experience in the service delivery field (program or line management).
Equivalent experience may substitute for the required education on a year‑for‑year basis.
Experience working within a political environment and collaborating with a broad spectrum of stakeholders, including state and local elected officials, other state agencies, local governments, tribal leaders, community‑based organizations, and advocacy groups.
Working knowledge of union‑management agreements, laws, rules, and regulations governing public welfare, affirmative action, and equal opportunity.
Preferred / Desired Education, Experience, and Competencies
Understanding of the DSHS mission, values, and strategic plan.
Knowledge of legislative and rule‑making processes; ability to interpret statutes, rules, and regulations.
Knowledge of project management principles and experience developing and managing project plans.
Knowledge of federal, state, and department regulations governing statewide public assistance services.
Knowledge of management principles, strategic planning, budget development, and fiscal accountability.
Knowledge of collective bargaining principles and contracts for represented staff.
Knowledge of call‑center technology, phone management, and virtual supervision of staff and managers.
