Position Overview:
The Head of Quality Management will lead the development, implementation, and continual improvement of the Quality Management System (QMS) across Hanwha Ocean’s Offshore Business Unit. This position ensures that quality is embedded early in the engineering and design phases, carried through procurement, and upheld during fabrication, construction, and offshore installation. The role is central to aligning engineering and execution practices with international standards and client expectations, delivering excellence in offshore EPC project delivery.
The successful candidate will drive a culture of quality throughout the organization, lead a high-performing QA/QC team, and ensure robust compliance with applicable standards, regulatory frameworks, and technical specifications.
Key Responsibilities:
Quality Strategy and Systems Development
Objective: To develop, implement, and maintain a fit-for-purpose QMS with strong engineering quality integration.
Key Activities & Duties:
Define and implement a QMS that integrates quality at the design and engineering stage, as well as through procurement and construction, for projects and operations and maintenance activities. Align quality policies and strategies with project goals and international standards (e.g., ISO 9001, API, IOGP). Establish measurable quality objectives and KPIs across the engineering lifecycle. Drive digital transformation in quality processes, such as automated document reviews and engineering deliverable tracking.
Measures Of Effectiveness:
QMS implementation and successful external certification. Engineering quality KPIs (e.g., design rework rate, document revisions). Compliance with internal and external quality audits. Early detection of engineering issues and design flaws. Engineering and Design Quality Assurance
Objective: To ensure engineering deliverables meet quality standards, technical requirements, and client expectations.
Key Activities & Duties:
Lead quality planning and assurance in concept, FEED, and detailed design phases. Review and approve engineering deliverables for accuracy, traceability, and compliance. Ensure use of standardized engineering practices, peer reviews, and technical checkpoints. Collaborate with discipline engineers to embed quality control into design processes and digital tools (e.g., 3D model reviews, BIM, FEA).
Measures Of Effectiveness:
Reduction in engineering rework and change orders. Reduction in cost of non quality Decreased number of late-stage design NCRs. Improved quality of deliverables handed off to procurement and construction. Design adherence to project specifications and regulatory codes. Project Execution Quality (Procurement, Fabrication, Construction)
Objective: To uphold quality assurance across all phases of project execution.
Key Activities & Duties:
Oversee QA/QC activities during procurement, fabrication, and offshore installation. Ensure robust inspection and test planning (ITPs) for vendors, yards, and site operations. Manage audits, inspections, FATs/SATs, and client hold/witness points. Drive consistent execution of fabrication and construction quality standards across global sites.
Measures Of Effectiveness:
Number and severity of site-related non-conformances. On-time delivery of compliant equipment and modules. Reduction in cost of poor quality and rework. Client satisfaction with site QA/QC performance. Leadership of the QA/QC Function
Objective: To lead and develop a world-class QA/QC team across disciplines in a global organization.
Key Activities & Duties:
Build and mentor a multidisciplinary quality team including engineering quality specialists. Foster a proactive quality culture across functions and levels. Identify and close skill gaps related to quality in engineering and construction teams. Lead cross-functional initiatives to drive innovation in quality management.
Measures Of Effectiveness:
Team performance and employee development metrics. Retention and engagement of QA/QC personnel. Quality training effectiveness across engineering, procurement, and project teams. Stakeholder and Client Engagement
Objective: To represent quality leadership internally and externally.
Key Activities & Duties:
Act as the primary interface for quality with clients, certifying bodies, and regulatory authorities. Lead client quality reviews, technical clarifications, and audit close-outs. Report quality performance and risks to executive leadership.
Measures Of Effectiveness:
Resolution time for client NCRs or complaints. External audit results and client quality feedback. Strength of relationships with certification and standards bodies. Continuous Improvement and Operational Excellence
Objective: To drive cost-effective and data-driven quality improvements.
Key Activities & Duties:
Develop and implement systems to monitor cost of non-quality (CoNQ). Lead root cause analysis (RCA), corrective/preventive action (CAPA), and lessons learned. Benchmark and implement industry best practices and emerging technologies in quality engineering.
Measures Of Effectiveness:
Reduction in CoNQ across projects. Number and impact of implemented improvement initiatives. Enhanced first-time-right performance in engineering and fabrication.
Qualifications:
Bachelor’s or Master’s degree in Engineering or Quality Management. 15+ years of experience in quality leadership roles within offshore oil & gas or heavy industrial EPC environments. Proven expertise in engineering quality assurance, systems-based QMS, and ISO/API compliance. Strong leadership, stakeholder engagement, and decision-making skills. Experience with digital tools in engineering document control, quality tracking, and audits is a plus.
